Position Summary
The Senior Project Engineer is responsible for leading and coordinating the planning, design, procurement, construction, commissioning, and close-out of complex, multi-disciplinary capital infrastructure projects. Working within the Project Delivery team, the incumbent provides project management and engineering leadership throughout the project lifecycle, ensuring projects are delivered safely, on schedule, within budget, and in accordance with established quality standards, regulatory requirements, and organizational objectives.
The role serves as the primary liaison between internal stakeholders, consultants, contractors, government agencies, utility companies, and regulatory authorities while coordinating engineering activities, managing consultant performance, administering contracts, resolving technical issues, and supporting successful project delivery.

Key Responsibilities
Project Planning & Scope Development
Lead the development of project concepts, business requirements, and project scope in collaboration with clients and stakeholders.
Define project objectives, deliverables, work breakdown structures (WBS), quality requirements, budgets, schedules, and resource requirements.
Develop comprehensive project execution strategies and implementation plans.
Prepare scope definition documentation and obtain stakeholder approvals.
Coordinate stakeholder reviews and resolve comments to achieve project consensus.
Ensure project objectives align with organizational priorities and capital program requirements.

Design Management & Coordination
Coordinate the complete engineering design process from conceptual design through detailed design.
Develop project work plans, contract packaging strategies, budgets, schedules, and procurement approaches.
Define engineering design packages and determine appropriate in-house or consultant assignments.
Monitor consultant and in-house engineering performance against scope, schedule, budget, and quality requirements.
Conduct design progress meetings and monitor completion of action items.
Review engineering deliverables for technical accuracy, constructability, maintainability, and compliance with project objectives.
Coordinate multidisciplinary engineering reviews across civil, structural, mechanical, electrical, architectural, and systems disciplines.

Consultant & Contractor Management
Manage consultant contracts and engineering assignments throughout the project lifecycle.
Prepare Requests for Proposals (RFPs), Terms of Reference (TORs), and Statements of Work (SOWs).
Participate in consultant selection and procurement activities.
Monitor consultant performance and conduct formal performance evaluations.
Review monthly consultant progress reports and resolve performance issues.
Ensure consultants comply with project standards, contract requirements, and engineering best practices.
Coordinate work authorizations, work plan releases, and contract amendments.

Project Management
Manage multiple concurrent capital projects from initiation through commissioning and project close-out.
Develop and maintain project schedules, budgets, risk registers, and project execution plans.
Monitor project scope, schedule, budget, quality, and overall performance.
Identify project risks and implement mitigation strategies.
Coordinate project governance activities and reporting requirements.
Facilitate cross-functional collaboration among internal and external stakeholders.
Resolve technical, contractual, and project execution issues.

Procurement & Contract Administration
Manage preparation of construction contract documents.
Coordinate preparation of technical specifications, engineering drawings, and commercial documentation.
Prepare Division 1 – General Requirements for construction contracts.
Review tender documents for completeness and technical accuracy.
Support procurement activities during tendering.
Respond to bidder inquiries and prepare tender addenda.
Conduct technical evaluations of contractor bids.
Recommend contract awards based on technical and commercial evaluations.
Support contract negotiations and contract execution.
Administer engineering-related contract changes throughout project execution.

Construction Phase Support
Provide engineering leadership during construction.
Participate in construction kick-off meetings and ongoing progress meetings.
Review engineering work plans supporting construction activities.
Coordinate design handover to Construction Management teams.
Review technical aspects of contract changes and design modifications.
Provide technical guidance to Construction Site Managers.
Resolve engineering and design issues arising during construction.
Support resolution of contractor claims and design-related disputes.
Ensure completion and acceptance of as-built documentation.
Coordinate project commissioning, turnover, and operational handover.

Capital Planning & Budget Management
Develop project budgets and cost estimates.
Prepare Project Summary Sheets and Justification Reports for capital budget submissions.
Coordinate with Capital Programming, Cost Control, and Estimating teams.
Monitor project expenditures against approved budgets.
Support preparation of budget presentations for executive leadership.
Prepare Board Reports and Staff Summary Sheets supporting funding approvals.

Public & Stakeholder Engagement
Coordinate public consultation activities for capital projects.
Work with Community Relations teams to develop consultation strategies.
Prepare public notices, presentations, displays, and communication materials.
Participate in public meetings, community consultations, safety walks, and stakeholder engagement sessions.
Respond to public inquiries and consultation feedback.
Support executive presentations regarding public consultation outcomes.

Prepare comprehensive engineering and project documentation, including:
Project work plans

Purchase authorizations

Purchase Order amendments
Present project status updates to senior leadership.
Maintain accurate project records throughout the project lifecycle.

Prepare handover documentation for Operations.
Ensure all project deliverables have been completed.
Coordinate lessons learned workshops.
Archive project documentation in accordance with organizational standards.

Mentor junior engineers and project staff.
Foster collaboration among consultants, contractors, and internal stakeholders.

Qualifications
Education
Bachelor’s Degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, or a related engineering discipline.

Licensed Professional Engineer (P.Eng.) in Ontario (Mandatory)

Experience
Minimum 7 years of progressively responsible experience managing complex engineering and capital infrastructure projects, preferably within a transit environment.

Pay: $70.00-$80.00 per hour
