What you’ll do
The Environmental Review Division (ERD) is responsible for developing, implementing, and monitoring the Canadian Nuclear Safety Commission’s (CNSC) environmental review (ER) Program to ensure that the CNSC is compliant with federal legislation. You will have the opportunity to use your expertise to work as part of a team that functions as the corporate authority on environmental and impact assessments.
Reporting to the Director, you will:
- manage and/or participate in federal and harmonized environmental or impact assessment (IA) processes for assigned projects,
- conduct technical reviews of assigned projects,
- participate in meetings with proponents, environmental groups, other interest groups, other levels of government, Indigenous communities, and members of the public on issues related to EA/IA,
- assist in preparations of materials for the Directorate’s participation in public Commission hearings and meetings including EA reports, Commission Member Documents, briefing materials, and presentations to inform the Commission’s decisions,
- assist in establishing and maintaining the corporate program for meeting the obligations of the Impact Assessment Act (IAA), Canadian Environmental Assessment Act, 2012 (CEAA 2012), Environmental Protection Reviews under the Nuclear Safety and Control Act (NSCA), and other ER processes,
- participate in and/or organize public outreach and Indigenous engagement sessions, including town halls, meetings, and information sessions.
Additional tasks of an ER officer may include working collaboratively with other federal, provincial and/or municipal governments on environmental related matters (e.g., climate change initiative, regional assessment studies, gender-based + analysis of programs and processes) and Memoranda of Understanding with other government departments and agencies. You may also be responsible for contributing to annual reports to Parliament and to the Commission.
Essential Qualifications:
Education:
University degree in environmental sciences / management or a related discipline (e.g. geography, biology, environmental engineering, environmental policy, etc.), or equivalent combination of education, training and relevant experience

- Lead or participate in special projects in support of the Directorate’s mandate, roles and responsibilities.
Knowledge of:
- Canadian legislation, policies, standards and guidelines applicable to impact and environmental assessment as well as environmental protection (including NSCA, IAA, CEAA 2012, Species at Risk Act (SARA), Fisheries Act, provincial and territorial legislation and policies on environmental assessment)
- Impact and environmental assessment methodologies and techniques
- Principles and practices for consultation with Indigenous Peoples
- Subject matter related to environmental reviews including environmental protection and radiation protection for facilities and activities regulated by the CNSC
- Project management principles, processes and tools
Ability:
- Ability to communicate effectively, both verbally and in writing, including the ability to prepare briefing materials and technical reports for various audiences
- Information and knowledge management skills
- Engage in engagement and consultations internal to and external to the CNSC
- Deal with sensitive issues with diplomacy, tact, and good judgement

Asset Qualification:
- Graduate degree in environmental assessment or related field
- Knowledge of CNSC’s licensing and compliance processes
- Experience in the conduct of technical reviews of gender-based + analysis, socio-economic, and/or climate change considerations in relation to environmental reviews or impact assessments
- Experience leading or participating in public outreach and Indigenous engagement
- Experience supporting multi stakeholder projects from inception to implementation
Operational Needs:
All CNSC staff are subject to the Mobility Directive.
This position may be required to travel.
