This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.
Make a difference
The Manager, Commercial Fleet & Special Projects is responsible for providing strategic portfolio and department management of plans to ensure the organization’s vision, mission and values are effectively conveyed and operationalized in the commercial/fleet portfolio. The scope of this planning and implementation extends from strategic planning, budget preparation and contract sourcing to service delivery, contract compliance management and stakeholder management.
Within the Commercial division, the role is responsible for identifying new business opportunities and defining and measuring on strategic and operational activities. This includes managing the day-to-day operations and maintenance needs of a portfolio of approximately 200 corporate fleet vehicles for TCHC/TSHC/CSU, managing parking processes and revenue streams and the commercial administration including Use of Space Agreements and Leases for agencies expected in 2027.
The Manager is also responsible for the project management and delivery of various capital jobs within the defined commercial portfolio department.
What you’ll do
Fleet & Parking Management:

Oversees all business cases for new vehicle purchases with the City of Toronto
-
Develop/run/analyse fleet productivity and operational reports
-
Works with internal Procurement Department on various RFP/RFQ’s specific to fleet and parking management
-
Maintains and updates internal communications via intranet to provide staff with information pertaining to fleet processes
-
Coordinates and develops strategies with the CSU department to develop and maintain an enforcement strategy
-
Works with internal and external stakeholders to develop processes in effort to maximize non-tenant parking revenue
Commercial Real Estate Management:
-
Responsible for establishing Commercial business plans, maintaining annual budget allocations, and performance benchmarks for commercial revenue streams; directly accountable for staff performance against those benchmarks.

In capacity as subject-matter expert, designs and implements business strategy including work plans to consistently improve performance and increase bottom-line profit margins of TCHC’s commercial portfolio.

Oversees the lease and/or use of space agreements for agencies within the commercial portfolio

Promotes innovation in TCHC's commercial real estate approach and undertakes strategic lease negotiations to increase net returns to TCHC.

Negotiates with private sector partners to leverage TCHC assets and achieve objectives of improving commercial assets

Collaborates with Programs and Partnerships to ensure all commercial properties occupied by agencies are monitored, billed and maintained as per the scope detailed in the lease

Collaborates with TCHC Legal on all arrears, parking agreements and fleet related agreements

Negotiates and drafts commercial leases/licenses, contribution agreements, renewals, amendments, consent agreements, etc. in collaboration with internal and external solicitors and stakeholders.

Liase with agency contacts ensuring properties are notified of any changes to the building envelope or for any disruption notification

Works closely with the Development Division senior management team and Development partners and provides input in the planning and design of commercial spaces and commercial parking for new development projects; also provides input on retail strategy for joint-venture/co-tenancy spaces.

Develops and maintains strong relationships with the brokerage community, national tenants and agency partners.

Consistently monitors local commercial real estate leasing and sales trends and makes recommendations to Executive and/or adjusts marketing strategies to ensure that TCHC remains competitive.
Leadership and Accountability

Responsible for developing, monitoring and adhering to the Divisional Workplan for both business units including clear, measurable targets for staff and a framework for objectives to be met.

Leads and directs innovative and cost-effective approaches in capital repairs to commercial retail sites to achieve strong financial returns and TCH policy objectives.

Effectively allocates resources within the Units through effective standard operating procedures and protocols to ensure quality service delivery for internal and external clients.

Responsible for establishing and monitoring annual fleet capital and operating budgets for almost 200 vehicles including policy management, service level agreement negotiation with the City and oversight and control mechanisms.

As a member of the Fleet Advisory Committee, continues to evaluate and enhance options for the provision of procurement and contract management services to city-wide fleet divisions and agencies.

Consults with the Executive Leadership Team and other divisional heads to discuss priorities and exchange information as it relates to joint projects and operational needs.

Participates in a variety of high level sector tables, committees, boards, task forces and working groups and with tenants of TCHC.

Promotes a collaborative, learning and team-based culture through role modelling and encouraging others; supporting continuous learning and encouraging innovation.

Ensures cost-effective and responsible management of the Division’s financial, material and human resources to achieve results.

Determines appropriate staffing levels to meet targets and objectives

Monitors deployment of staff including, but not limited to overtime, scheduling, absenteeism, vacation to ensure appropriate use and takes corrective action, as required.

Reviews finance reports, forecasting and spending analyses plus conducts ongoing environmental scanning; adjusts priorities to meet targets as needed

Oversees team’s adherence with procurement policy and exercises sound financial judgment to mitigate risks.

Provides strategic guidance and effective problem solving and performance management techniques to address interdepartmental issues.

Identifies training/development needs and ensures training/development opportunities are provided to individual staff members and the team as needed.

What you’ll need
-
College diploma in Facilities Management or related education in Property Management, Business Management or related areas
-
Certified Financial Analyst designation (preferred)
-
University degree within a related area, with a specialization on Facilities Management or Property Management (preferred)
-
Minimum five (5) years’ experience in Commercial Leasing & Fleet, Property Management or related area, or a combination of education and experience.

Seven (7) years’ experience in Facilities Management, Property Management, Fleet Administration with experience supervising people and projects. Technical background preferred, professional designation/certification an asset (preferred)

Experience with creating RFP/RFQ’s for public bidding
-
Knowledge of the principles and practices related to fleet management and non-tenant parking administration

Knowledge of related legislation affecting parking administration including enforcement

Experience with managing large budgets with firm knowledge of basic accounting principles, budgeting, financial analysis/projections, and management of key performance indicators.

Previous business development experience working in a public sector environment is required.

A proven ability to develop and maintain high-level external partnerships.

Strong collaboration, strategic planning, problem solving, and negotiation skills.

Experience preparing and presenting board, committee and executive level reports and presentations.

Extensive knowledge of commercial leases and use of space agreements and

Customer service experience.

Strong people management experience.

Knowledge of base building systems and construction in the residential and commercial asset class.

Knowledge of Toronto Community Housing programs, policies and core values.
