Join the Ministry of Transportation's Central Region Construction Management Office as a Contract Services Administrator and play a key role in delivering complex transportation infrastructure projects. In this role, you will provide technical expertise, contract administration oversight, and leadership throughout the construction lifecycle—from pre-construction planning to project completion and warranty administration.
Please note that there are two permanent positions available:
- One position located at 1927 Kipling Avenue in Etobicoke; and
- One position located at 159 Sir William Hearst Avenue in Toronto.
As a Contract Services Administrator, you will:
- review and oversee contract drawings and documents during the pre-engineering phase;
- prepare and evaluate requests for quotes and proposals for the consultant procurement process;
- provide advice on interpretation of special provisions, issues, safety, environment and quality;
- oversee, review and assess contractors' and consultants' performance;
- lead the administration of multiple concurrent highway and bridge construction contracts of varying complexity;
- identify, assess and resolve complex construction, contract administration, quality, safety and stakeholder issues;
- provide technical supervision for on-site administration of a construction project;
- monitor project expenditures, forecasts, change orders and payments on multi-million-dollar transportation infrastructure projects;
- ensure accurate payments, financial forecasts and appropriate documentation for claims settlement negotiations; and
- provide supervision, direction, training and technical advice to all staff for on-site administration activities of a construction project.
NOTE: The successful candidates will be expected to perform inspections and work around water, at heights, and within enclosures, and traverse rough grounds under various environmental and working conditions. You will be required to travel regularly throughout the Central region to support project delivery and attend project meetings, site inspections and stakeholder engagements and these places are not accessible by public transit. In addition, you may be required to work the occasional shifts and overtime.
- The position requires the successful candidate to have a valid class G driver's licence or equivalent. The offer of employment is conditional upon the successful candidate providing proof that they have a valid driver's licence upon being hired.
- You have knowledge of highway engineering standards, specifications, mathematics, construction practices and contract management
- You have knowledge of engineering principles to manage construction projects of all levels of complexity
- You have the ability to operate computers and associated software
- You have the ability to interpret and apply related policies, acts and regulations (i.e. Construction Act, Highway Traffic Act, and Environmental Assessment Act) to manage construction projects
- You have experience interpreting and administering construction contracts, assessing entitlement, managing contractual risks, and resolving claims and disputes.
- You have the ability to effectively manage and supervise multiple concurrent projects
- You have analytical and problem-solving skills to assess engineering and construction issues having financial impacts and political sensitivity
- You have the ability to analyze and review drawings, plans and designs, proposals, schedules for constructability, quality, safety and environmental
- You are able to assess contractors and consultants work for compliance with legislation, regulations, procedures and guidelines and to select appropriate follow-up action to address non-compliance
- Experience managing consultant-delivered contract administration services and evaluating consultant performance.
- You have communication skills to prepare reports and deal effectively with senior management, contractors, consultants and other stakeholders
- You have negotiation and dispute resolution skills
- You have leadership skills to supervise, coach, mentor and develop staff, while providing technical guidance and support on construction administration matters.
