Reporting directly to the Chief Executive Officer (CEO), the Director of People, Culture and Administration provides strategic leadership and operational oversight of the organization’s people, culture, and administrative functions. This position combines strategic oversight with hands-on execution, encompassing both implementation and direct completion of assigned projects and responsibilities. This role leads a multidisciplinary team responsible for human resources, payroll, compliance, grants and fundraising, accreditation, communications, executive support and facilities management and includes individual contributor responsibilities.
The position is accountable for fostering a high-performing, values-driven workplace culture while ensuring organizational compliance, effective administrative operations and the delivery of efficient administrative services. A key focus of the role is providing leadership and guidance on employee relations and performance management matters, supporting managers to address performance, conduct and workplace issues in line with legislation, policy and organizational values.
Leading a team of seven direct reports—including the HR Manager and Payroll Administrator, Data and Compliance Officer, Grants and Fundraising Officer, Accreditation and Communications Manager, Executive Assistant, and Facilities and Safety Coordinator—the Director drives continuous quality improvement across administrative services, strengthens organizational capability, and ensures the systems, processes and people are in place to support the organization’s strategic objectives.
Description of Duties and Responsibilities
Strategic Leadership
- In collaboration with the CEO provide strategic advice and recommendations on organizational planning, workforce strategy, policies and procedures, funding agreements, contractual negotiations and corporate services.
- Contribute to the development, implementation and review of the organization’s Strategic Plan, business plans and organizational priorities.
- Develop and lead initiatives that strengthen organizational capability, culture, operational effectiveness and continuous quality improvement.
Operational Leadership
- Develop and implement the annual operational plan for the People, Culture and Administration portfolio in consultation with the managers and in alignment with organizational priorities.
- Establish measurable objectives and key performance indicators across the portfolio and monitor achievement against agreed outcomes.
- Ensure effective coordination of corporate services including human resources, payroll, compliance, accreditation, communications, grants and fundraising, executive support and facilities management.
People Leadership and Workforce Development
- Provide leadership, coaching, mentoring and professional support to direct reports, fostering a collaborative, accountable and high-performing team culture.
- Lead organizational workforce planning, capability development and succession planning initiatives.
- Provide expert advice and support to managers on complex employee relations matters, including performance management, conduct, workplace investigations, conflict resolution and disciplinary processes.
- Promote a positive workplace culture that reflects organizational values, wellbeing, inclusion, continuous learning collaboration and employee engagement.
Performance Monitoring and Reporting
- Monitor implementation of operational plan initiatives and organizational objectives relating to the People, Culture and Administration portfolio, ensuring outcomes are achieved within agreed timeframes.
- Prepare and present regular reports to the CEO on performance, workplan metrics, compliance, organizational risks and key strategic initiatives.
- Utilize data and reporting to inform decision-making and drive continuous quality improvement.
Governance, Policy and Compliance
- Lead the development, review and implementation of organizational policies and procedures frameworks to ensure compliance with legislative, regulatory and accreditation requirements.
- Oversee organizational compliance, risk management and quality assurance systems, ensuring continuous quality improvement and organizational accountability.
- Support the implementation of new services, programs and organizational initiatives through effective planning, change management and stakeholder engagement.
Grants, Fundraising and Partnerships
- Oversee grant development, fundraising activities and funding compliance to support organizational sustainability.
- Oversee and support funding opportunities from government, philanthropic and community sources.
- Ensure funding applications, reporting and contractual obligations are completed accurately and within required timeframes.
Accreditation and Quality
- Oversee quality improvement and accreditation activities to ensure programs and corporate services meet organizational, contractual and regulatory standards.
- Foster a culture of continuous quality improvement through evaluation, review and implementation of best practice systems.
Financial Management
- Oversee the financial management of the admin portfolio, ensuring expenditure remains within approved budgets and aligns with organizational policies and strategic priorities.
- Contribute to annual budget development, resource planning and financial forecasting for the admin portfolio.
Risk Management
- Identify, assess and manage internal operational risks across the portfolio.
- Ensure the CEO is informed promptly of significant organizational risks, including compliance matters, workforce issues, operational challenges, reputational risks, contractual issues and emerging legislative or regulatory changes.
- Implement appropriate mitigation strategies to minimize organizational risk and support business continuity.
Position Qualifications
- A post-secondary degree in Human Resources.
- Five to ten years of work experience in a non-profit setting with demonstrated leadership, and sound management practice in corporate services including data and compliance, grants and fundraising, human resources, communications, marketing and reporting.
- Two years of closely related experience working with lower socio-economic, vulnerable populations.

Hours of work: Monday to Friday, 7.5 hours per day
