What you will do:
Reporting to the Manager of Transportation Operations, your primary responsibilities will include, but are not limited to, the following:
- Working closely with Operations staff to retrieve, track, organize, and analyze operational data to produce reports that can support effective workforce planning, route optimization, and equipment and material utilization.
- Administer and maintain Transportations Geotab Automatic Vehicle Location (AVL) system, including troubleshooting hardware and software issues, and maintaining data integrity.
- Assisting the Operations team with the preparation and submission of key performance indicators to the Province, various ministries, and for internal business planning.
- Collecting, compiling, analyzing and reporting on winter salt and liquid de-icer usage for reporting to the Region of Waterloo, the Province, and other agencies as required.
- Preparing presentations and reports for divisional management, Council, City staff, and the public regarding proposed or implemented technologies, procedures, legislation, and operational initiatives.
- Ensuring the accuracy and integrity of operational data and records.
- Preparing maintenance route maps, road patrol maps, forms, charts, and other technical drawings.
- Assists in the development of maintenance work schedules, operational programs, and field method studies to evaluate current practices and identify process improvements.
- Reviewing development applications and engineering drawings and provides operational comments and recommendations.
- Assisting supervisors with the creation and maintenance of operational mapping and coordinating GIS requirements with GIS staff.
- Monitoring operational productivity during winter events and providing timely reports to management and supervisors; participating in overtime and after-hours support during snow events, as required.
- Coordinating monthly salt inventory measurements within the salt dome.
- Providing historical operational records to Risk Management staff and the Waterloo Region Insurance Pool to support insurance claims investigations.
- Troubleshooting, testing, and monitoring equipment-mounted computerized spreader controllers and AVL devices to ensure proper operation and accurate reporting.
- Monitoring changes to the Minimum Maintenance Standards for Municipal Highways, Ontario Traffic Manual Book 7, and applicable construction safety regulations, and advising management of impacts.
- Coordinating and administering the annual sidewalk condition assessment program, including training seasonal staff.
- Reviewing and approving invoices related to the City’s annual line painting contract, AVL systems, radios, and associated services.
- Remaining current on emerging technologies and best practices related to summer and winter road maintenance and participating on committees and working groups as required.
- Delivering the classroom component of the Snow Fighter Training program to Transportation Operations staff.
- Assisting in the development, review, and maintenance of Standard Operating Procedures (SOPs).
- Other duties as assigned.
What you will bring:
- A minimum of two (2) years of related experience in transportation or road maintenance operations, with a three (3) year post-secondary diploma in Civil Engineering Technology or a related field. Equivalent combinations of education and related experience will be considered.
- Must possess a Certified Engineering Technologist (C.E.T.) designation or be currently enrolled in the process of obtaining the designation.
- Thorough knowledge, understanding and application of Minimum Maintenance Standards for Municipal Highways.
- Strong working knowledge of Microsoft Office (e.g., advanced level of Excel), Geotab, GIS, work management systems (Maximo and ESRI products), AutoCAD, ArcMap, Burnside Mobile and financial systems (PeopleSoft).
- Experience with data analytics and dashboard development (Power BI or similar).
- Experience administering, troubleshooting, and analyzing data from Automatic Vehicle Location (AVL) and GPS fleet management systems (e.g., Geotab), including vendor support, and operational reporting.
- Thorough knowledge of road maintenance practices, equipment, materials, and techniques, including winter maintenance operations.
- Strong analytical and research skills to support business case development, operational improvements, and resource planning.
- Comprehensive knowledge of the Occupational Health and Safety Act and associated hazards related to municipal road operations.
- Knowledge of applicable provincial legislation, municipal bylaws, policies, and industry standards related to road maintenance.
- Excellent written communication skills with the ability to prepare accurate technical reports, presentations, and correspondence.
- Familiar with computerized maintenance management systems to monitor costs, performance, and asset management.
- Demonstrated project coordination experience with the ability to build effective working relationships with internal and external stakeholders.
- Experience leading projects and ability to liaise with a variety of internal and external partners
- Strong communication, interpersonal, and customer service skills with the ability to effectively interact with Council, City staff, contractors, external agencies, and members of the public.
- Valid MTO ‘G’ class driver’s licence in good standing with access to reliable transportation for business use purposes is required to perform the job.
