Tri-global Solutions Group Inc. is seeking one (1) Senior Organizational Change Manager (ERP/Procurement System Modernization) to join our talented Service Delivery team at Ministry of Technology and Innovation (Government of Alberta).
WORK MODEL: The successful contractor(s) will work onsite at the Terrace Building – 9515 – 107 Street NW, Edmonton, Alberta. Applicants must be authorized to work in Canada to apply (Canadian Citizen or Permanent Resident). Standard Hours of work are 08:15 – 16:30 with a 1 hour lunch break Alberta time, Monday through Friday excluding holidays.

PROJECT OVERVIEW

Scope:
The Change Management Specialist works with internal groups to develop and deliver change strategies and supporting content that enable impacted stakeholders to successfully transition from their current state to a future state. This role supports both new project implementations and the ongoing sustainment, enhancement, and optimization of existing 1GX operations and functionalities.
Reporting to the Manager, 1GX Business Excellence – Communications, OCM, and Training, this position is responsible for the development and implementation of change management and communication deliverables that drive effective adoption, sustained use, and continuous improvement of the 1GX solution across the Government of Alberta.
The Change Management Specialist works with internal groups and creates strategies and content to effectively manage change deliverables that will enable impacted stakeholders to successfully transition from their current state to the future state. Reporting to the Reporting to the Manager, 1GX Business Excellence – Communications, OCM, and Training, this position is responsible for development and implementation of change management and communication activities and deliverables.
DESCRIPTION OF SERVICES
Responsibilities include but are not limited to the following:
- Collaborate with project sponsors, project teams, operational teams, vendors, cross-functional teams, and 1GX Change Network to ensure all project activities are completed.
- Collaborate with Program Manager in the development of project schedule plans and strategies, estimate resource requirements, develop and monitor work plans for completion of project tasks.
- Assist with risk management and issues management
- Build and deliver presentations relating to change management for various levels of the organization (Executive, Branch, etc.).
- Plan and facilitate meetings with management and other stakeholders as required.
- Conduct stakeholder identification and stakeholder analysis
- Assess and manage key stakeholders.
- Conduct gap analysis, change impact analysis.
- Develop and implement effective change strategies and plans.
- Develop and implement effective communication plans.
- Develop communication materials.
- Develop and implement resistance management plans.
- Ensure information is communicated to impacted audiences throughout the duration of the project/program.
- Define and measure success metrics and monitor change progress.
- Identify risks and issues relating to change management functions.
- Conduct business and stakeholder readiness assessments.
- Proactively engage and lead relevant stakeholder engagement in support of ongoing 1GX adoption and sustainment.
- Provide specialized advice and support to ensure the consistent and effective application of change management methodology, tools, and approaches.
- Leverage approved digital, collaboration, and AI enabled tools, where appropriate, to support change analysis, content development, stakeholder engagement, communications, and reporting activities, in alignment with Government of Alberta policies and standards.
- Ensure new technology solutions or applications are rolled out successfully and in a sustainable way.
- Writing compelling copy to create engaging communications.
- Understand the role of communication in change management – working to reposition organizational change and end user needs and expectations.
MANDATORY REQUIREMENTS
– University graduation in a related field (such as Commerce, Communications) plus four (4) years progressively responsible related experience OR diploma in a related field and a minimum six (6) years of progressively responsible work experience; or equivalent as described below. Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education. Focus/Major Degree or diploma in Commerce, Communications, or related area. (8 years+)
– Change management methodologies and principles. (4 years+)
– Demonstrated experience in consultation, facilitation, interpersonal, and relationship management skills. (4 years+)
– Experience developing and delivering communications and presentations at multiple levels of an organization. (eg. Executive Management, Management, Program Sponsors, Steering Committee, Branch Managers, End Users). (5 years+)
– Experience developing change management deliverables including Change Strategy and Plans, Training Strategy and Plans, Stakeholder Impact Assessments, Communication Strategy and Plans. (5 years+)
– Experience developing readiness programs, training or stakeholder engagement. (5 years+)
– Experience with ERP systems change management (e.g., Finance, HCM/Payroll, Supply Chain Management). (4 years+)
– Negotiation, conflict resolution, and influencing skills. (4 years+)
– Certification with one of the following Change Management certification or accreditation (e.g., Prosci, APMG, CMI or similar) from a recognized issuing body. (Yes or No)
DESIRABLE REQUIREMENTS
– Experience using AI tools (such as Microsoft Co-Pilot, Gemini, or NotebookLM, etc.) to scale OCM efforts—such as analyzing stakeholder survey sentiments, drafting executive briefing notes, or generating multi-channel communication strategies. (2 years+)
– Experience with digital adoption platforms as a strategic change intervention rather than just a training tool; aligning digital walk-throughs to high-risk change impacts; using platform analytics to measure digital friction; and articulating the ROI/benefits to stakeholders. (2 years+)
– Experience with GoA structure and relevant client ministry functions, reporting relationships, and business application processes. (2 years+)
– Experience working in or for the public sector. (4 years+)
– Government business plan goals, strategies, and priorities associated with corporate 1GX applications or similar enterprise systems (Oracle, SAP) and strategic roadmap. (4 years+)
