The Program Manager – Licensed Group Child Care (PM) is accountable for the overall management and leadership of multiple licensed child care programs, with direct responsibility for staffing, compliance, quality service delivery and operational outcomes. This position supervises unionized employees. This position is an exempt position. The PM holds primary responsibility for recruitment, performance management and formal discipline, up to and including termination, in consultation with the Program Director and Human Resources. The PM participates in confidential labour relations and workforce planning discussions and leads the day-to-day operations and supervision of unionized staff. The PM ensures the safe, trauma-informed delivery of programs for children 5–12 years, fostering an environment that prioritizes participant safety, empowerment, and skill development. The PM leads with intentionality and professionalism, aligning all programming with licensing regulations, collective agreements, organizational policies, and the Agency’s Core Values and Code of Ethics.
Position Details
Hours: 35 hours per week
Status: Maternity Leave, October 12, 2026- October 31, 2027 (end date is approximate and dependent upon the return of the encumbent)
Work Locations: Multiple and various across South Vancouver Island based on programming needs
Salary: $50,960 - $56,420
Typical Schedule: Monday to Friday with variable schedule based on programming needs

Key Duties and Responsibilities
- Oversees the implementation of the Early Learning Framework and other relevant developmentally appropriate practices based on program type and age group
- Ensures programs meet licensing standards including child-staff ratios, physical environment requirements and staff qualifications
- Monitors program compliance with school contracts and consults with the Program Director if concerns arise
- Guides Supervisors in leading their teams to achieve program objectives by linking daily practices to high-quality outcomes, using intentional approaches aligned with licensing frameworks and BGC Canada programming
- Provides ongoing leadership to licensed program sites, ensuring alignment with the Agency’s child care model, licensing requirements and operational priorities
- Leads implementation of new program practices, initiatives and tools in collaboration with Program Supervisors and in alignment with strategic direction provided by the Program Director
- Monitors program outcomes and adjusts strategies based on data, feedback and stakeholder input ensuring alignment with program objectives and licensing requirements
- Reviews/screens new participant referrals/registration/information for eligibility, acceptance and decision-making
- Assists in the development and oversight of new licensed school age and preschool spaces, contributing to program design, facility setup and operational planning
- Screens and reviews monthly supply and grocery requests submitted by Program Supervisors, approves appropriate requests and places orders accordingly
- Oversees multiple Licensed programs and sites to ensure quality and intentional programming and alignment to BGC Model for Success
- Builds a high-performing team culture across sites, using reflective supervision, coaching, and regular feedback to promote accountability and professional growth
- Conducts probationary and scheduled performance reviews for direct reports, developing and implementing training plans and addressing performance concerns, including formal discipline and termination, in alignment with Agency policies, collective agreement and in consultation with the Program Director and HR
- Holds primary decision-making authority for formal staff discipline, up to and including termination, in accordance with Agency policies and collective agreements
- Maintains clear, timely, accurate and comprehensive documentation of supervision, coaching, staff communications, and performance-related discussions to ensure clarity, consistency and accountability, support HR decision-making and meet collective agreements requirements
- Holds Supervisors accountable for effective supervision, quality programming, and staff development within their sites
- Coordinates supervisory supports across sites and ensures consistent application of Agency practice expectations and performance standards
- Delivers services guided by evidence-based approaches, including strengths-based practices, Trauma-Informed Care, Positive Behaviour Support, and experiential learning
- Reviews and approves purchasing requests from supervisors, managing program resources within budget allocations to ensure fiscal responsibility and operational efficiency
- Maintains program databases by ensuring accurate data entry and record-keeping, prepares and interprets detailed reports analyzing trends, outcomes and program impact, and applies findings to inform planning and resource allocation decisions in consultation with the Program Director
- Maintains safe environments and leads the implementation of risk management protocols ensuring compliance with standards
- Applies working knowledge of relevant legislation, sector trends and community issues to inform program delivery and stakeholder engagement
- Leads the implementation of inclusive and culturally safe programming that reflects the diversity of children, families, and communities served
- Ensures consistent application of employment standards, Agency policies, and collective agreement provisions in all aspects of staff management
- Leads the recruitment, hiring and onboarding of program staff, ensuring alignment with Agency policies, collective agreement, licensing requirements and operational needs
- Implements proactive performance management strategies, ensuring expectations, accountability and staff support are communicated clearly and consistently
- Ensures new hires are fully integrated into the team with a clear understanding of their roles, expectations, collective agreement and Agency policies. Oversees program orientation delivery, ensuring compliance with onboarding protocols and knowledge transfer
- Creates and maintains staffing schedules and collaborates with supervisors to monitor and manage staff coverage across all locations, ensuring ratios are maintained. Adjusts staff assignments or works in ratio as needed to meet operational needs
- Performs call-outs for vacant shifts following established Call-Out procedures in compliance with collective agreement

Minimum Qualifications
- Undergraduate Degree in Recreation, Education, Child and Youth Care, Early Childhood Education, and/or Social Work, or equivalent combination of education, training and experience
- Minimum 5 years experience managing licensed group child care programs
- Extensive knowledge of and experience working in a childcare licensed (Preschool and/or School Age) program environment
- Demonstrated knowledge of Early Childhood Development and the Early Learning Framework
- Extensive experience with Community Care Licensing
- Demonstrated experience opening new childcare facilities and programs
- Cultural humility training
- Extensive experience providing trauma informed clinical supervision support
- Demonstrated ability to lead diverse teams and manage multiple program sites
- Effective verbal, written and presentation/group facilitation skills
- Clean Criminal Record Check
- Class 4 Driver’s License
- Valid Standard First Aid and CPR C
- Reliable transportation
