Our client is seeking a highly experienced
Senior Project Controls Manager to support a large-scale, multi-billion-dollar mining capital project in British Columbia. This is a senior leadership role within the broader Project Services function, with responsibility for project controls strategy, governance, reporting, contractor oversight, systems integration, and team development.
The successful candidate will act as a trusted advisor to senior project leadership, supporting critical decision-making across cost, schedule, change management, forecasting, performance reporting, and commercial risk. This role requires a seasoned project controls leader who can bring structure, discipline, and executive-level insight to a complex, fast-moving project environment.
This position will suit someone with deep experience in owner-side project controls, major capital projects, mining or heavy industrial construction, and multi-stakeholder project delivery.
Key Responsibilities
Project Controls Leadership
- Lead the development and implementation of project controls strategies, standards, processes, and governance frameworks across a major mining capital project.
- Provide senior leadership across cost control, estimating, planning, scheduling, forecasting, change management, progress measurement, and reporting.
- Act as a strategic advisor to project leadership, providing insight into project performance, risks, trends, opportunities, and corrective actions.
- Support major project decisions through accurate data, scenario analysis, forecasting, and performance interpretation.
- Drive consistency, discipline, and accountability in how project controls practices are applied across the project.
Reporting, Governance, and Performance Management
- Oversee senior leadership reporting, ensuring project information is accurate, timely, integrated, and decision focused.
- Lead analysis of cost, schedule, productivity, change, risk, earned value, and overall project performance.
- Identify performance gaps and advise on recovery plans, mitigation strategies, and corrective actions.
- Establish and maintain project controls governance practices that support transparency, consistency, and effective execution.
- Lead audits, reviews, and assurance activities related to project controls performance, data integrity, and contractor compliance.
Contractor and Commercial Oversight
- Assess contractor and consultant project controls capabilities, systems, reporting quality, and execution readiness.
- Support RFP strategy, evaluation criteria, and contractor selection processes related to project controls scope.
- Provide oversight across contractor reporting, change submissions, schedule performance, cost reporting, claims evaluation, and commercial risk.
- Work closely with contracts, procurement, construction, and project leadership to align commercial and project controls strategies.
- Influence contractors and consultants to adopt consistent project controls standards and best practices.
Systems, Data, and Continuous Improvement
- Champion the effective use of project controls systems, digital tools, dashboards, analytics platforms, and reporting automation.
- Support system optimization and data governance, with a focus on accuracy, usability, and decision support.
- Lead continuous improvement of workflows, reporting processes, project controls tools, and data integration.
- Ensure project controls systems are used consistently and effectively across internal and external stakeholders.
Team Leadership
- Lead, mentor, and develop a high-performing project controls team supporting a complex capital project.
- Build team capability through coaching, training, succession planning, and performance management.
- Provide guidance to internal project teams, consultants, and contractors on project controls expectations and best practices.
- Foster a collaborative, accountable, and safety-focused project culture.
- Build strong working relationships across project leadership, construction, engineering, procurement, contracts, risk, and quality.
Qualifications and Experience
- Degree or diploma in engineering, accounting, finance, business, construction management, or a related discipline is required.
- A trade background combined with significant major project controls leadership experience may also be considered.
- 20+ years of progressive project controls experience, ideally within mining, industrial, infrastructure, energy, or heavy construction environments.
- 10+ years of experience in senior leadership roles, including oversight of large, complex, multi-disciplinary capital projects.
- Significant owner-side project experience is strongly preferred.
- Strong understanding of major project delivery models, commercial frameworks, construction execution, contract strategy, and contractor management.
- Demonstrated experience leading project controls teams across cost, schedule, estimating, change management, forecasting, and reporting.
- Experience working in complex, multi-stakeholder project environments involving owners, EPCMs, contractors, consultants, and senior leadership.
- Excellent written and verbal communication skills, with the ability to present complex project information clearly to executive audiences.
- Strong critical thinking, problem-solving, analytical, and decision-support capabilities.
- Proven ability to lead, coach, influence, and develop high-performing teams.
- Experience with project controls platforms such as Unifier, Cleopatra, or similar systems is considered an asset.
- Experience with scheduling tools such as Primavera P6, MS Project, or similar platforms is considered an asset.
- Experience supporting digital transformation, reporting automation, or project controls system optimization would be beneficial.
