Circular Materials is a national producer-led not for profit organization that supports producers in meeting their obligations under extended producer responsibility regulations across Canada. They are committed to building efficient and effective recycling systems to minimize waste and ensure materials are reused again and again. Through the support of their founders and member producers, Circular Materials is implementing a national harmonized approach focused on improving recovery rates, meeting the needs and expectations of consumers, and protecting the natural environment.
Reporting to the Managing Director, Atlantic, the Senior Manager, Operations – NB will play a pivotal leadership role in overseeing New Brunswick’s recycling common collection and post-collection systems under Provincial EPR legislation. This is a unique opportunity to shape the future of recycling in Atlantic Canada, build meaningful stakeholder relationships, and lead a team driving real environmental impact.
What You’ll Be Doing
Collection & Post-Collection Network Development
- Develop subject matter expertise on the regulatory requirements associated with the Stewardship Plan and the NB Designated Materials Packaging and Paper Regulations.
- Manage the PPP recycling common collection system and post-collection system in NB, in alignment with the program plan and budget targets.
- Identify, develop, and implement strategic partnerships with key service providers including collection, processing, and downstream end markets.
- Working closely with the Procurement team, support the procurement process including development of procurement documents, evaluation, and award.
- Negotiate with service providers, including establishing scope of work, soliciting quotes, reviewing commercial terms, and executing agreements.
- Working with the National Team, develop and implement processes to direct materials from the post-collection value chain to Producers.
- Lead contract administration duties including onboarding new service providers, data management, and coordinating contract changes in collaboration with Procurement and Service Provider Reporting.
Overseeing Collection & Post-Collection Services
- Lead the quality and timely delivery of collection and post-collection services.
- Support Promotion & Education and Customer Services initiatives, including liaising with the Communications team.
- Establish quality management and continuous improvement systems to analyze and evaluate the effectiveness and efficiency of collection and post-collection services, including monitoring service providers’ performance against contracted metrics.
- Actively identify opportunities for innovation, improvements in delivery standards, increased operational efficiencies, reduced residue, higher recovery rates, higher commodity revenues, and more materials directed from the post-collection system to Producers.
- Support Producer material access program requirements as needed.
Stakeholder & Relationship Management
- Monitor and manage relationships with key stakeholders within the collection and post-collection system, escalating issues to the Managing Director as appropriate.
- Proactively manage relationships with contracted service providers to identify and mitigate risks, anticipate and resolve issues, and manage disputes.
- Represent Circular Materials at stakeholder events, information sessions, and third-party meetings.
Team Leadership & Management
- Hire and oversee a team of managers and specialists to ensure effective fulfillment of objectives while maintaining flexibility to respond to unplanned operational challenges.
- Mentor, coach, and manage the performance of direct reports, ensuring succession planning strategies to mitigate service disruptions.
- Lead team development and staffing levels in collaboration with the HR support team.
- Actively participate in the development of a well-researched annual operations budget to support forecasted activities and initiatives.
- Prepare accurate, timely, and data-driven operational reports as required.
- Collaborate on and support initiatives in other jurisdictions and with the National Operations team.
What We Are Looking For
Education
- Bachelor’s degree, college diploma, or equivalent experience in a related field.
- Continuing education or professional development in project management is considered an asset.
Experience
- Bilingualism in both English and French is required.
- The ideal candidate has 5+ years of progressive experience leading recycling collection systems, including specifications, operating standards, performance metrics, and performance outcomes.
- Industry experience is preferred; however, we will also consider candidates from related sectors with transferable experience.
- Experience managing relationships with a diverse range of stakeholders is required, including municipal, government, regulatory, community, and private sector partners.
- Strong experience managing contracts, agreements, and negotiations is essential.
- Strong experience developing Statements of Work (SOWs), Requests for Proposals (RFPs), tender documents, or similar procurement-related documentation would be considered a strong asset.
Skills & Competencies
- Proven ability to manage competing priorities with multiple stakeholders at a senior level.
- Proficiency in Microsoft Office 365, SharePoint, MS Teams, Microsoft Excel, and Jira.
- Excellent interpersonal, influencing, and negotiation skills with strength in tactfulness and diplomacy.
- Experience working with diverse stakeholders including senior executives, service providers, and municipal representatives.

Working Conditions
Working Hours
- Covering the core hours of operation, 9:00 AM to 3:00 PM local time, this is a Full-Time position, scheduled forty (40) hours per week, working not less than 37.5 hours per week.
- Extra or flexible hours may be required on occasion to provide for working across time zones and extended working hours to meet deadlines.

- Driver’s license – A valid driver’s license is required. This role involves field work and may include overnight travel.
