JOB SUMMARY UNDER THE DIRECT SUPERVISION OF THE DIRECTOR OF FINANCE, THE PRIMARY OBJECTIVE OF THIS POSITION IS TO PROVIDE OVERALL MANAGEMENT OF ALL ACTIVITIES RELATED TO FINANCIAL SERVICES WHICH INCLUDE BANKING AND INVESTMENTS, PREPARATION OF BUDGETS AND FINANCIAL STATEMENTS, BUDGET CONTROL, ACCOUNTING AND FINANCIAL ANALYSIS.
- Lead and supervise the finance team
- Responsible for the year-end closing of the financial system.
- Coordinate external audit, produce and provide required documentation.
- Prepare and submit of the annual financial statements to the MES (Ministère de l’Enseignement supérieur) by the prescribed deadline.
- Prepare internal financials statement and documentation for the presentation of annual financial statements to the Audit Committee as well as to the Board of Governors.
- Assist staff and oversee the preparation of the quarterly financials to respect the closing guide for the Contrôleur Financier.
- Prepare documentation relating to annual operational and capital budgets for presentation to the Board of Governors.
- Prepare mid-year operational financial statements for presentation at the Board of Governors.
- Assist staff and oversees the internal financial statements, budgets and mid-year for ancillary services.
- Apply budgetary rules according to the Régime budgétaire et financier des cégeps (opérationnel) and Régime budgétaire d’investissement des cégeps et procédures afférentes.
- Download operational budget at the end of March each year to start the operational budgeting process.
- Verify the Capital expenditures on a bi-monthly basis and determining the source of financing for MES reporting.
- Analyze and prepare the short-term borrowing requirements to the Ministères des Finances for the Capital Fund expenditures.
- Oversee the redistribution of amounts to be charged to Allocations Spécifiques budgets and grants from Allocation initiale and certificats de crédits.
- Oversee the process regarding the proper recording, reporting and follow-up of various grants received by college researchers and by the college.
- Annual reconciliation of the amounts recorded per the Rapport Financier Annuel with those recorded within the SPOC system (Système d’information sur les personnels des organismes collégiaux).
- Participate in the discussions and prepare the appropriations schedule relating to operational surplus for the Board of Governors. This includes appropriations for renovations, special projects and the International Non-Credit Allocation fund.
- Perform annual distribution of Capital budget amounts and ensure proper carry-forward of unused budgets to the subsequent budget year within accepted ministerial guidelines.
- Review annual “Analyze du Rapport Financier Annuel” as prepared by the MES and perform the required adjusting entries within the financial accounting system. Prepare related documentation for presentation to the Board of Governors.
- Preparation and transmission of the Annual Operational Budget in the form prescribed by the MES.
- Preparation and transmission of the Annual Capital Budget in the form prescribed by the MES.
- Coordinate and control both incoming and outgoing foreign currency transactions via the banking system.
- Review, approve and upload the College expenditures paid through cheque, electronic funds transfer (EFT), wire transfer or other means adopted by the College.
- Develop, implement, and maintain accounting procedures and internal controls.
- Guide and support the team by creating a positive environment, encouraging motivation, and helping everyone work efficiently together toward shared goals.
- Performs the tasks assigned by resolution of the Board of Governors or as requested by the Director of Finance.
- Oversee entities within the College’s scope of control
EDUCATION: Bachelor’s degree in accounting (B-Comm) or Finance.
- Accounting designation (CPA Current member in good standing) or equivalent, plus five years of related experience
- Bilingualism mandatory with proficient written French and English skills
- Superior inter-personal skills and discretion
- Results-oriented with an expressed willingness to accept a flexible work schedule
- Self-starter able to work autonomously
- Ability to analyze, interpret and evaluate information and identify solutions
- Experience within the educational sector and knowledge of MES funding at the College level is an asset
Testing may be required to demonstrate knowledge of:
- English (Intermediate oral and written, comprehension and production)
