Under the general direction of the Senior Policy and Strategic Analyst, the Policy and Strategic Analyst delivers policy analysis, advanced research, and comprehensive policy development to support evidence-based decision making across the Winnipeg Police Service (WPS).
The Policy and Strategic Analyst ensures that all WPS policies, procedures, and written directives are current, effective, compliant with relevant legislation, and aligned with organizational goals, industry best practices, and accreditation standards.
The Policy and Strategic Analyst contributes to strategic planning and continuous improvement initiatives by providing analytical insight and support for major organizational and cross-divisional projects. The incumbent prepares comprehensive business documents including plans, reports, and analyses to inform decision making and clearly communicate key information to stakeholders and the public.
As a Policy and Strategic Analyst you will:
Lead the review, analysis, and development of organizational policies and procedures.
Produce business documents including strategic and business plans, annual reports, administrative reports, briefing notes, and data analyses to inform decisions and support clear, impactful communication with stakeholders.

Develop and maintain clear, user-friendly reference materials and resources to assist
employees in comprehending and implementing policies, procedures, and operational
directives. -
Provides support for projects through coordination, communication, and teamwork to help
achieve goals.
Your education and qualifications include:

Undergraduate Degree in Public Administration, Political Science, Economics, Social Sciences or a related field.

Masters degree is an asset.
-
Certificate in Project Management is an asset.
-
Certificate in Change Management is an asset.

Minimum 36 months of progressive experience in a policy development, strategic analysis, or organizational planning.

Experience applying continuous improvement, innovation, or change management principles to enhance organizational
performance is an asset. -
Strong understanding of policy development, implementation, and evaluation processes.

Knowledge of research methodologies, both qualitative and quantitative, including data collection, analysis,
interpretation, and ability to properly visualize different types of data. -
Understanding and application of principles to identify inefficiencies, eliminate waste, and improve service delivery and
operational workflows. -
Demonstrated intermediate level proficiency in Microsoft Word, Excel, PowerPoint and Outlook.

Demonstrated ability to perform detailed policy and procedural analysis.

Excellent written and verbal communication skills, including the ability to write clear policy documents and reports.

High attention to detail with the ability to interpret complex regulations and translate them into operational
procedures. -
