Supervisor – In From the Cold
Reports To: Program Manger
OVERVIEW
The Supervisor at In From the Cold (IFTC) is responsible for the day-to-day operations of the shelter. This includes program over-sight, staff supervision, monitoring of all program expenses and maintenance issues, and on-going program evaluation. In addition, the supervisor works closely with the Manager in the on-going development of the program to meet client and community needs.
DESCRIPTION
The Supervisor of IFTC will:
· Develop the annual goals and objectives for the program in discussion with the Program Manager. Develops measures to monitor achievement of goals and reports outcomes to Program Manager.
· Achieve the intended client outcomes by providing direct day-to-day coordination of the delivery of services within the IFTC shelter consistent with the “Operating Standards” of the emergency shelters.
· Conducts performance appraisals for Emergency Shelter Workers
· ensures emergency shelter workers have the requisite skills and abilities to be successful by assisting with the orientation, training and professional development of working in the shelter in consultation with the staff’s employing agencies and City;
· identifies procedures and processes that need improvement and recommends corrective action by collaborating with the emergency workers
· Develops and implements client outcome measures for the program.
· Develops and recommends policies and procedures for IFTC as it relates to client services.
· Develops relationships with other services for individuals in the community to understand community gaps and work toward common solutions; to develop referral mechanisms and other joint programming as appropriate.
· Completion of program statistics for regular review with the Program Manager. Assist with the development of an internal system for profiling clients and outcomes.
· Links with community college programs to provide a field placement for students in related programs of study.
· Ensures completion of client intakes, maintains shelter client list and reviews all new admissions to the shelter in consultation with the team. Completes all required documentation in a timely manner.
· Establishes routines for regular reviews of client assessment and support plans. Ensures timely discharge planning and reviews all discharge plans.
· Determines the suspension of services to clients due to behavioural situations and the reinstatement of such services. Advises the Program Manager of all suspension decisions.
· Oversee house maintenance issues and arranges for regular inspections of the shelter. Submits work orders as required and monitors follow-up. Reports any major or urgent concerns related to safety and security to the Program Manager.
· Links with security systems and after-hours services as required.
· Ensures a full staff complement at all times. Screens and interviews new applicants and provides recommendations for hiring to the Program Manager.
· Develops the staffing schedule in consultation with the team to ensure maximum efficiency while meeting program objectives. Approves all vacations and other time off.
· Promotes the development of the team and deals with team issues promptly.
· Reviews and approves staff timesheets and submits to Finance prior to payroll deadlines.
REQUIRED SKILLS and KNOWLEDGE
· Knowledge of homelessness and affordable housing issues within the community and the strategies to end chronic homelessness which are identified the 10 year Municipal Housing and Homelessness Plan (Dec 2013);
· Knowledge of the Operating Standards for the Program and the Program’s expected client outcomes
· Knowledge of the resources in the community for individuals, youth and families who are homeless, at risk of homelessness, living in poverty, or living with mental health or addiction issues and skilled at brokering services for client appropriate to the responsibilities of the job;
· Ability to assist in the housing process appropriate to the specific job responsibilities
· Ability to integrate harm reduction approaches as appropriate in daily interactions with clients;
· Ability to use assertive engagement techniques as appropriate in interactions with the client;
· Competence in the administration and interpretation of the Service Prioritization Decision Assistance Tool (VI-SPDAT and full SPDAT) depending on job responsibilities;
· Understanding of psycho-social rehabilitation, recovery model motivational interviewing and journey of change and its influence on client outcomes;
· Ability to identify and assess risk and implement strategies which minimize risk to self, the client, and others;
· Knowledge of and adherence to privacy legislation and policies within the organization related to confidentiality of client information;
· Strong problem solving, conflict resolution and mediation skills within a solution-focused framework;
· excellent communication skills, both written and verbal
· Ability to enter client data and information including SPDAT scores and case notes into HIFIS as required
· the ability to negotiate and mediate difficult situations and produce positive results
· ability to function as a participating member of the team and understand the work of the team as part of a broader system to end chronic homelessness
· ability to coach on the principles and interventions required in Shelter system background in systems work, data analysis and supporting the work of others to achieve system goals;
· Supports a learning culture that stays up to date with the main currents of thought and practice in the delivery Shelter programs.
QUALIFICATIONS and REQUIREMENTS
· University Degree or Community College Diploma in a related discipline
· Minimum five years work experience in human services, of which at least three years shall be in services targeted to the homeless population
· Demonstrated ability in both oral and written communications
· Strong negotiation and mediation skills
· Supervisory experience
· Valid Ontario driver’s license, access to a reliable vehicle and adequate insurance
· Non-violent Crisis Intervention Training an asset
· First Aid and CPR
· CPIC – vulnerable sector required prior to employment
Pay: $63,414.00-$77,858.00 per year
