Halifax Regional Municipality is inviting applications for one (1) permanent, full-time position for a Lean Hand in the Parks division of Parks & Recreation.

Reporting to the Supervisor, Major Parks, the Lead Hand is responsible for the operational aspects of Major Parks maintenance and service delivery. As a working Lead Hand, this position requires knowledge, understanding, use and operation of all vehicles, tools and equipment pertaining to Major Parks. This position involves crew supervision, completion of park amenity inspections, walk-about assessment checks, asset condition reporting and follow up work scheduling.
DUTIES AND RESPONSIBILITIES:

Responsible for work scheduling, crew supervision, record keeping, time sheet preparation and material management while following established safe work practices.

Responsible for, but not limited to; upgrading, and inspection of park furniture and amenities as required including necessary repairs and work tracking and reporting.

Responsible for, but not limited to; all aspects of park related maintenance and Special Events service deliveries as identified and/or as directed.

Carry out forestry related duties according to industry best management practices.

Work collaboratively with supervisors and co-workers to discuss, recommend and action appropriate maintenance programs, safe work practices and work schedules to meet established performance standards and service levels.

Operation of all vehicles, equipment, and tools necessary to complete the duties as directed including but not limited to; Farm tractors, Kubota RTV, Tool-cat, truck and trailer over 4500 kg, ride-on mowers, and turf sweepers.

To carry out park maintenance services in a safe and ecologically sound manner according to the guiding principles set out in the Point Pleasant Park Master Plan.

May perform other related duties as assigned.
QUALIFICATIONS:
Education & Experience:
-
Grade 12 education;
-
The successful candidate must hold at least one of the following technical qualifications: Forest technician, ISA certified Arborist or N.S. Certified Forest Worker;

Must have a minimum of two (2) years’ demonstrated front line leadership experience.

Must have successfully completed internal HRM Crew Chief training or equivalent external supervisory training course;

Must have a valid Class 5 driver’s license with endorsement for trailer over 4500kg;

Good attendance and work record;
-
WHMIS, CPR/First Aid certification, Signage Course;
-
Chainsaw Safety training or ability to successfully complete.
Technical / Job Specific Knowledge and Abilities:

Must have working knowledge of methods, material and equipment usage involved in parks maintenance operations;

Working knowledge of applicable Municipal By-Laws;
-
Must have good verbal and written communication skills;
-
Capable of operating equipment and tools in difficult conditions;

Ability to effectively give directions and allocate work to staff;

Ability to work independently, and as a team player;
-
Ability to follow instructions and communicate effectively including oral and written communication.
Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

WORK STATUS: One (1) permanent full-time position.
HOURS OF WORK: Regular hours of work are Monday to Friday from 7:00 a.m. to 3:00 p.m., or other shifts as per Schedule B of the CUPE 108 Collective Agreement November 1, 2022 - October 31, 2026.
SALARY: $32.53 per hour as per CUPE 108 Collective Agreement.
WORK LOCATION: 5718 Point Pleasant Drive, Halifax.
