Position Summary:
The Procurement Specialist is responsible for administering HomeEd’s vendor lifecycle, procurement strategies, and contract management processes. This role designs, implements, and enhances vendor qualification systems while ensuring contract compliance and risk mitigation. The Specialist also negotiates and upholds agreement terms while maintaining vendor processes and relationships.
Essential Duties and Responsibilities:
Procurement & Contract Management
- Leads, develops and executes procurement plans, including issuing Requests for Proposals and Tenders in accordance with legislative and regulatory requirements.
- Partners with cross-functional team members to define scopes of work, project budgets, timelines, and technical specifications.
- Oversees the evaluation process of proposals and bids, conducting clarification interviews, managing risk assessments, and ensuring fair, transparent respondent debriefs.
- Drafts, negotiates, and executes legally binding contracts including Master Service Agreements (MSAs), Schedule As, and amendments; ensuring maximum value and minimal corporate liability.
- Manages contract lifecycles, proactively tracking renewals, processing change orders, and interpreting complex contract requirements for stakeholders.
Vendor Relationship & Performance Management
- Develops and maintains a robust, high-performing network of qualified vendors aligned with HomeEd’s operational goals and project needs.
- Designs and optimizes vendor onboarding, qualification and offboarding workflows, ensuring all compliance documentation (e.g. WCB, commercial insurance certificates) is approved and maintained.
- Establishes Key Performance Indicators (KPIs) and scorecards to monitor vendor performance, work volume, and quality of service.
- Leads vendor performance reviews, mediations, and dispute resolutions, recommending and executing corrective action plans or vendor terminations when necessary.
Process Analysis, Systems & Innovation
- Analyzes market trends and procurement spend data to identify, recommend, and implement cost-reduction strategies and strategic sourcing initiatives.
- Drives continuous improvement projects to streamline workflows, enhance internal controls, and foster organizational consistency.
- Works with HomeEd’s Enterprise Resource Planning (ERP) team for implementation and optimization of procurement modules.
- Provide guidance and support to internal teams on procurement best practices and policy compliance.
Health, Safety & Environment
- Prioritizes the safety of self and all employees by following HomeEd’s safety protocols and policies. This duty requires a proactive approach to completing field-level or positional-level hazard assessments, as well as actively participating in improving the overall safety culture of HomeEd.
Qualifications:
- Must possess a minimum of three to five years of progressive experience in procurement-related roles. Experience within property management or real estate sectors preferred.
- A relevant credential from a post-secondary education program. Bachelor of Commerce, Procurement and Supply Chain Management or Business Administration preferred.
- Strong understanding and experience in leading public procurement projects.
- Knowledge on procurement legislation and regulations
- Experience using the Alberta Purchasing Connection (APC) portal, preferred.
- Knowledge of and experience with Yardi Voyageur and Vendor Cafe is a strong asset.
- Ability to operate with a high degree of autonomy.
- Strong interpersonal and communication skills, with experience in handling conflict in a professional manner.
