Full Time Parking Enforcement Bylaw Officer - Edmonton
Concord Parking is hiring Parking Enforcement Bylaw Officers!
Parking Enforcement Officers are contracted by the City of Edmonton and are responsible for enforcing parking regulations on city streets. Violations include expired parking permits, no parking zones, tow-away zones, and other non-moving vehicle violations. The authority to enforce parking regulations is granted to officers after satisfactory completion of training and their appointment under the City of Edmonton Bylaw. This role is ideal for individuals who are physically active, detail-oriented, and confident in handling public interactions—including conflict resolution.
New hires begin in Beat Patrol (foot patrol) with opportunities to progress into City Patrol (vehicle enforcement) and beyond. High-performing officers may advance toward Administrative Peace Officer Status and leadership roles such as Dispatch, Supervisor, or Team Lead.
Schedule: 5 Days On, 2 Days Off (Includes Weekends & Special Events) 40 Hours per Week
Shift times: Beat Patrol: 9:30 AM – 6:30 PM - Special Events: 5:00/7:00 PM – 11:00 PM or Midnight
Starting Wage: $20.00/hour, after successful "Swear-In," $21.00/hour. Further increases are based on tenure and performance.
Key Responsibilities

Enforce City of Edmonton Bylaw 5590 for non-moving vehicle violations

Patrol assigned areas (primarily on foot) in all weather conditions
-
Issue tickets and warnings for parking violations
-
Educate the public on parking rules and dispute processes
-
Work special event shifts (sports games, concerts, etc.)

Complete detailed reports (Daily Tag Reports, Incident Reports, etc.)

Communicate with Supervisors, Dispatch, and Team Leads
-
Perform lone worker check-ins and track time accurately
-
Attend court as required
-
Maintain professional appearance and uniform standards

Secure all equipment and documentation
-
Represent the City of Edmonton and Concord parking with dignity and integrity
Must Have Qualifications:
-
18 years of age or older
-
Grade 12 diploma or equivalent
-
Valid Class 5 Driver’s License (minimum 2 years driving experience)

Meet at least one of the following:
-
2 years of post-secondary education
-
1 year of enforcement/security experience
-
3 years of supervisory/management experience (with conflict resolution)

5 years of customer service experience (with conflict resolution)
-
Clean driving abstract (less than 3 demerits over 5 years)

Ability to walk 20–25+ km daily outdoors

Strong English communication (written and verbal)

Ability to write clear, detailed reports

Clear Criminal Record Check (Vulnerable Sector)

Ability to pass TestGorilla assessment

Availability for full-time hours, including evenings/weekends
Training & Advancement
Training includes:

3 days classroom (SOP training)

2–3 days of field training (job shadowing)

Online Learning Management System modules

Written exam (80% required to pass)
Upon successful completion of training, submission of clear CRC for the vulnerable sector and formal swearing-in by the City of Edmonton, officers receive their issuer number and wage increase.
