Position Purpose:
The Supervisor of GIS and Data Analytics provides leadership and direction while advancing the Town of Georgina's strategic plan. This role promotes and fosters a culture of creativity, innovation, engagement, and collaboration. Reporting to the Manager of ITS, the Supervisor is responsible for leading, coordinating, and overseeing the development and delivery of GIS-based solutions, data-driven analytical tools, and data management to support the organizational needs. Minimum Qualifications
- Four-year University degree in Geographic Information Systems, Geography, Geomatics, GIS Environmental Management or related discipline.
- Seven (7) years of progressively responsible GIS experience, including considerable experience managing GIS and related systems in a medium to large corporate environment, preferably in a municipal setting.
- Strong leadership and influencing skills, and ability to manage a workload with constantly changing priorities and technologies.
- Valid class `G¿ Driver¿s license and reliable vehicle to use on corporate business

The Supervisor of GIS and Data Analytics provides leadership and direction while advancing the Town of Georgina's strategic plan. This role promotes and fosters a culture of creativity, innovation, engagement, and collaboration. Reporting to the Manager of ITS, the Supervisor is responsible for leading, coordinating, and overseeing the development and delivery of GIS-based solutions, data-driven analytical tools, and data management to support the organizational needs.
In particular, the Supervisor provides leadership in solution recommendations and configurations for the use of geospatial data and applications to support and enhance decision-making and integration with other Town of Georgina business systems and applications. He or she is responsible for the creation, maintenance and quality assurance of corporate geospatial data, map development and production, data and spatial analysis. Supervises and provides technical expertise to the IT corporate GIS team, ensuring they are provided with the right tools to complete their job responsibilities.
Strategic Planning Functions:
- Works with the IT management team to deliver on the Corporate Information Technology Strategic Plan
- Assists in managing the strategic planning of the Information Technology Services Division and carrying out business plans in accordance with management and Council approval/direction
ITS Administration Functions:
- The supervision of the GIS team, including assigning work, motivating, training, hiring and performance management.
- Provides leadership in the GIS Steering Committee and the GIS User group and is responsible for leading discussions and providing demonstrations of new and innovative software solutions involving GIS and data-driven technologies.
- Provide technical and advisory support in the creation and maintenance of the Town¿s corporate GIS data, ensuring adherence to corporate data collection policies, standards and data maintenance procedures.
- Oversees the development of spatial data integrity procedures and policies that are used to ensure the highest quality GIS data is being ingested into decision-making software for the Town.
- Provides leadership and technical advice on the development of GIS website mapping and applications to support the Town¿s external and internal websites.
- Advocates for the expansion of available open data sets from all Town departments.
- Represents the ITS Division in inter-departmental initiatives to ensure GIS technology and business processes are considered as a viable option for different business solutions; works with other departments to maintain corporate IT objectives
- Oversee geospatial support for the Corporation¿s Emergency and Continuity Management Program
- Primary contact with the Town¿s GIS and IT vendors in annual work planning and responsible for development/review of tasks
- Responsible for the acquisition and implementation of all Ortho-imagery, Lidar Data and derived Vector and Raster data.
- Responsible for the acquisition of the Town¿s digital parcel fabric data.
- Responsible for 3D modelling and visualization of GIS and related data for the Town.
- Represents GIS on Corporate/Regional teams and committees to ensure GIS is represented on any corporate or departmental projects requiring spatial data integration and location intelligence. Builds relationships internally and externally to increase understanding of GIS capabilities.
- Develops and implements a skills development program for increasing overall awareness and ability for Town staff to fully utilize available applications from the Town¿s GIS vendor.
- Provide visible and positive leadership to staff, developing and nurturing a work environment that is inclusive, respectful, and motivating for staff.
Human Resources Management & Team Leadership Responsibilities
- Participates in projects involving change management, process improvement and the use of business applications and technological tools.
- Oversees and directs the work of special projects personnel/staff, including monitoring work progress. Makes recommendations on the hiring of special projects personnel and/or consultants. Assists with recommendations regarding promotion, demotion and termination of special project staff.
- Ensures compliance with the Occupational Health and Safety Act and other applicable legislation
- Enforces the Town¿s Health and Safety Program, procedures and best practices
- Implements, conducts, and ensures due diligence of all health and safety matters, including but not limited to training, risk assessments, workplace inspections, investigations, procedures and correcting hazards
Other Responsibilities
- Supports the Emergency Community Control Group, initiates and implements the activities assigned in the Corporate Emergency Plan to support response efforts during community emergencies

Education and Training
- Four-year University degree in Geographic Information Systems, Geography, Geomatics, GIS Environmental Management or related discipline.
Experience
- Seven (7) years of progressively responsible GIS experience, including considerable experience managing GIS and related systems in a medium to large corporate environment, preferably in a municipal setting.
- Advanced knowledge of GIS software and strong familiarity with relational database design as it applies to GIS software
- A firm understanding of database, networking and system administration concepts.
- Demonstrated experience developing and executing high-level GIS strategic plans and managing integrated GIS and business solutions.
- Experience in business analysis, business process re-engineering and managing IT-related projects.
- Experience managing ESRIs ArcGIS software suite (ArcMap, ArcGIS Server, ArcSDE) and the Geocortex platform.
- Experience in integrating GIS solutions with other business systems using FME.
- Proficient in Microsoft Office Suite and Microsoft Project Management software.
Knowledge
- Good understanding of municipal and provincial legislative, regulatory and policy framework, and administrative functions and responsibilities
- Good understanding of IT security, network administration, data centre management, data governance, change management and project management
- Knowledge of land information requirements, field data collection systems and relevant municipal processes and policies.
- Knowledge of industry standard practices, guidelines, benchmarks, and safety policies and procedures
Competencies
- Strong leadership and influencing skills, and ability to manage a workload with constantly changing priorities and technologies.
- Excellent communication skills including the ability to clearly communicate technical/complex information both verbally and in writing.
- Ability to facilitate meetings, including agenda and minutes preparation.

- Ability to work effectively and collaboratively in a team environment while also working well independently as required.
