POSITION OVERVIEW
Parkland School Division has an opening for a regular full-time equivalent (1.0 FTE) Human Resources position at our Centre for Education. The final classification for this role will be determined as either a Human Resources Assistant or a Human Resources Advisor, depending upon the successful candidate's depth of education, skills, and professional experience.
Under the direct supervision of the Director of Human Resources, the successful candidate will join a collaborative HR team to perform a wide range of administrative, supportive, and advisory functions. This position serves as a vital operational hub for the department, taking direct responsibility for the Division’s substitute and casual staffing workflows while actively contributing to broader HR portfolio management.
The ideal candidate for this position is a natural problem solver who excels in a fast-paced environment and brings a positive, solutions-oriented attitude to the office every day. They are highly tech-savvy, comfortable navigating complex software, and genuinely excited about optimizing HR processes and leveraging Artificial Intelligence (AI) tools to meet the fast-paced operational needs of our schools and internal clients. To thrive in this role, the successful candidate will require sound judgment, exceptional attention to detail, and the discretion necessary to manage highly confidential matters with respect, kindness, and tact.
KEY RESPONSIBILITIES
Note: The scope of authority, autonomy, and strategic complexity of these duties will scale appropriately based on the final classification assigned to the successful candidate.
Substitute & Casual Placement Services
Support, monitor, call out, and fill (as needed) requests for Substitute Teachers and casual staff using the Human Resources Information System (HRIS) system.
Responsible for the regular, full-cycle recruitment of Substitute Teachers and Casual Support staff for the Division.
Process dispatches and maintain meticulous records for Substitute Teacher placements.
Provide strategic substitute placement recommendations and information to Principals for consideration regarding longer-term or specialized placements.
GENERAL HUMAN RESOURCES SUPPORT & RECRUITMENT
Provide guidance and support to hiring managers through every stage of talent acquisition, ensuring high-quality, full-cycle recruitment support across posting preparation, candidate sourcing, interviewing, and onboarding.
Facilitate and coordinate practicum placements, setting up and tracking PSD Practicum Students while working with post-secondary institutions to finalize formal agreements.
Attend career fairs, mock interviews, and meet-and-greet events as scheduled with post-secondary institutions on behalf of the Division.
HR ADMINISTRATION & DISABILITY MANAGEMENT
Coordinate and monitor disability management administration, including sick leave and long-term disability claims.
Coordinate return-to-work plans, including duty to accommodate and modified work requirements in collaboration with managers and the Senior HR Advisor.
Utilize the HRIS system to manage employee profiles, execute updates, interpret data, and generate reports relating to HR metrics.
Manage detailed manual tracking workflows, including initiating disability and leave paperwork, conducting employee outreach, and executing scheduled follow-ups.
EMPLOYEE RELATIONS & ADVISORY SERVICES
Serve as the primary administrative point of contact for school principals, managing a high volume of daily email correspondence regarding staffing, leaves, and HR inquiries.
Provide clear interpretation and ensure compliance with Collective Agreements, division policies, and employment legislation.
Provide trusted advice, solutions, and guidance to all levels of staff relating to HR Services.
Assist with activities related to employee relations, including progressive discipline, performance management, administration of leaves, and workplace investigations.
Work collaboratively with the HR team to conduct research, develop strategic HR initiatives, and make recommendations for process optimization.
HRIS PROCESSING & DATA MANAGEMENT
Execute high-volume data entry and processing within the HRIS to maintain accurate employee records.
Process all employee lifecycle changes, including new hires, terminations, position transfers, and personal information updates.
Set up, maintain, and audit secure information filing systems.
Track and report workplace injuries (WCB claims) across the Division.
QUAILIFICATIONS
We are seeking candidates whose professional qualifications span from foundational minimums up to advanced standards. Final classification as an Assistant or Advisor will be evaluated and determined based on where education and credentials fall within the following range:
Education: Ranging from a minimum of a post-secondary certificate or diploma in HR up to a formal University Degree in Human Resources or a closely related field.
Experience: 2 to 5+ years of experience working in a fast-paced office environment, with direct experience ranging from entry-level foundational HR support up to progressive handling of a broad spectrum of human resources functions.
Technical Skills: Excellent computer skills with deep proficiency in Google platforms (Workspace/Suite) and Microsoft Office (Word, Excel, PowerPoint). Candidates must demonstrate strong AI literacy or a keen ability to use artificial intelligence tools to streamline administrative tasks and drive workflow efficiencies. Experience navigating and running reports within an HRIS environment is highly beneficial.
Core Competencies: Exceptional customer service, sharp analytical and problem-solving skills, high attention to detail, and top-tier organizational and time management capabilities.
Asset Qualifications: Chartered Professional in Human Resources (CPHR) designation and/or experience working within a unionized or multi-union organizational structure would be considered a strong asset.
An equivalent combination of education and experience will be considered.

ADDITIONAL INFORMATION
Hours of Work: 37.5 hours/week (Monday to Friday), 12-month calendar position. Flexibility in specific scheduling is available.
