Company Overview:
Navacon Construction is a heavy civil contractor based in Brantford, Ontario, specializing in municipal sewer, watermain, and road infrastructure across Southwest Ontario. We build the underground systems communities depend on, and we take that responsibility seriously, both in the ground and above it. Safety is not a checkbox at Navacon. We hold ISO 45001 certification and are committed to maintaining it, we run a data-driven safety program through SiteDocs, and our One More Pipe incentive plan ties safety performance directly to company success.
Position Overview:
You will be the primary safety professional for a growing contractor running multiple active sites at once, and you will spend most of your week in the field rather than behind a desk, building relationships with our foremen and crews, coaching our people on the ground, and keeping our ISO 45001 certified safety program audit-ready. This is a role with real accountability and visibility.
Key Responsibilities:
Own Navacon's ISO 45001 certified health & safety management system, including documentation, internal audits, corrective-action tracking, and preparation for external certification audits
Maintain consistent field coverage across all active projects, documenting every site visit in SiteDocs
Coach foremen and superintendents on their weekly H&S documentation (toolbox talks, daily hazard assessments, and site inspections) and follow up to keep compliance high
Drive daily equipment and driver inspection completion, and conduct regular physical verification audits in SiteDocs to confirm accuracy
Lead all incident and near-miss investigations, and manage WSIB reporting and Ministry of Labour notifications within required timeframes
Develop and maintain site-specific safe work procedures for high-risk activities such as excavation, trenching, confined space, overhead powerline proximity, and road occupancy
Administer the confined space entry and PPE programs across all sites
Chair the Joint Health and Safety Committee and maintain JHSC compliance
Conduct new worker orientations and coordinate required certification training
Monitor regulatory changes to the OHSA, O. Reg. 213/91, and ISO 45001, and recommend program updates proactively
Oversee safety compliance for subcontractors working on Navacon-managed sites
Must-Have Qualifications:
Post-secondary education in occupational health and safety, environmental studies, or equivalent field experience that demonstrates real safety program ownership
Hands-on experience in construction safety, with heavy civil, underground utilities, or municipal infrastructure experience a strong differentiator
Working knowledge of the OHSA and O. Reg. 213/91 (Construction Projects)
Comfort navigating multiple digital platforms, including SiteDocs or equivalent safety management software and Excel for tracking and analysis
Valid Ontario Class G driver's license and willingness to travel to project sites within an hour radius of Brantford
A coaching mindset, able to hold people accountable without burning bridges
Strong Assets:
NCSO, CRSP, CRST, or equivalent safety designation, or actively working toward one
Experience maintaining or auditing an ISO 45001 or COR-certified safety management system
Effective WSIB case management experience, including Form 7 reporting, claim monitoring, and return-to-work coordination
Standard First Aid and CPR-C, Working at Heights, and Confined Space Entry and Rescue certifications
ISO 45001 Internal Auditor training
Who You Are:
You own your work, setting your own deadlines, tracking your deliverables, and closing the loop without being chased
You hold high standards for yourself and others, and you act when something is not right
You are organized, managing multiple active sites, recurring compliance cycles, and competing priorities without things falling through the cracks
You communicate clearly and directly, even when the message is uncomfortable, whether telling a foreman his crew is not compliant or telling leadership something they do not want to hear
You are technically fluent, building spreadsheets, running reports, interpreting data, and adapting to new software without extensive support
You are detail-oriented, because accurate documentation is the foundation of everything in this role
What We Offer:
Competitive salary of $65,000 to $90,000 annually, based on experience
Participation in Navacon's One More Pipe incentive plan, where your performance contributes directly to your bonus
Benefits package including extended health and dental
Company vehicle or vehicle allowance for site travel
Support from a third-party safety consultant during the annual ISO 45001 audit cycle
A leadership team that treats safety as a business priority, not a compliance burden
The opportunity to shape and own a safety program at a growing, well-respected heavy civil contractor
We thank all applicants for their interest, but only those selected for an interview will be contacted.
