East Prairie Métis Settlement (EPMS) is seeking a highly qualified, experienced, and strategic financial leader to fill the position of Director of Finance.
Reporting directly to the Administrator, the Director of Finance is a key member of the senior management team and is responsible for the overall financial leadership, stewardship, and management of the East Prairie Métis Settlement. This position provides strategic financial advice to the Administrator and Settlement Council while ensuring the financial integrity, accountability, and sustainability of the organization.
The Director of Finance will oversee all financial operations, including budgeting, forecasting, financial reporting, grants management, payroll, accounts payable and receivable, audit coordination, policy development, risk management, and regulatory compliance. The successful candidate will play a critical role in supporting organizational growth, long-term planning, and effective resource management.
Key Responsibilities
Financial Leadership & Strategic Planning
- Provide strategic financial advice and recommendations to the Administrator and Settlement Council.
- Participate in organizational strategic planning and long-term financial forecasting.
- Develop and oversee annual operating and capital budgets.
- Monitor organizational financial performance and recommend corrective actions where necessary.
- Analyze financial trends and provide forecasts to support decision-making.
Financial Management & Reporting
- Oversee all accounting functions, including general ledger, accounts payable, accounts receivable, payroll, banking, and reconciliations.
- Ensure accurate and timely monthly, quarterly, and annual financial reporting.
- Prepare financial statements and supporting schedules.
- Monitor cash flow and investment activities.
- Ensure compliance with all financial reporting requirements
Grants, Contracts & Funding Administration
- Oversee the financial administration of federal, provincial, and other funding agreements.
- Monitor grant expenditures and reporting requirements.
- Ensure compliance with contribution agreements and funding contracts.
- Assist with funding proposals, grant applications, and business development opportunities.
- Maintain accurate financial records for all funded programs and projects.
Audit, Compliance & Risk Management
- Coordinate annual external audits and facilitate auditor requests.
- Develop and maintain strong internal controls and financial safeguards.
- Ensure compliance with applicable legislation, regulations, accounting standards, policies, and bylaws.
- Identify and mitigate financial risks.
- Develop and maintain financial policies, procedures, and best practices.
Department Management
- Supervise, mentor, and support finance department staff.
- Develop training plans and performance objectives for finance personnel.
- Promote a culture of accountability, professionalism, and continuous improvement.
- Establish and maintain efficient financial processes and systems.
Governance & Stakeholder Relations
- Present financial information and year-end audited financial statements to community members, leadership, and stakeholders.
- Build and maintain positive working relationships with auditors, financial institutions, government agencies, funding partners, and contractors.
- Support organizational transparency and accountability through accurate reporting and communication.
Additional Duties
- Perform other related duties as assigned by the Administrator.
Qualifications & Experience
Required Education
- Bachelor’s Degree in Accounting, Finance, Business Administration, or a related field.
- Chartered Professional Accountant (CPA) designation is strongly preferred.
Experience
- Minimum seven (7) years of progressively responsible financial management experience.
- Minimum three (3) years of supervisory or management experience.
- Extensive experience managing grants, contribution agreements, and government-funded programs.
- Experience working with Indigenous governments, municipalities, non-profit organizations, or public sector entities is considered an asset.
Knowledge & Skills
- Thorough knowledge of Canadian accounting principles and financial reporting standards.
- Strong understanding of budgeting, forecasting, internal controls, and risk management.
- Experience with financial software systems and Microsoft Office applications, particularly Excel.
- Excellent analytical, organizational, and problem-solving abilities.
- Strong verbal and written communication skills.
- Ability to maintain confidentiality and exercise sound professional judgment.
- Demonstrated leadership, team-building, and mentoring skills.
Requirements
- Valid Class 5 Driver’s License.
- Reliable and insured vehicle.
- Criminal Record Check satisfactory to EPMS.
- Ability to attend evening meetings and community events as required.
Compensation & Benefits
EPMS offers a competitive compensation package commensurate with education, qualifications, and experience. Salary will be negotiated with the successful candidate.
