You play a key role in mobilizing teams and interdepartmental collaboration to support the city’s strategic vision while contributing to shaping sustainable and high-performing urban environments for the community.
The challenges that await you
Reporting to the Deputy General Manager of Corporate Partnerships, you are a key strategic player in change management and financial management for the City. You oversee and direct all financial activities of the City such as long-term financial planning, budgets, revenue collection, and property tax as well as financial performance, and you act as the city treasurer according to the responsibilities defined in the Cities and Towns Act and municipal regulations.
In this context, your main challenges consist of:
- Developing and implementing programs, procedures, policies, and regulations to improve the efficiency and effectiveness of the city’s finances;
- Leading the preparation of the annual budget and submitting it for approval;
- Supervising the review of the annual budget as well as its budgetary follow-up operations regarding revenues and expenses;
- Planning and recommending taxation clauses and borrowing regulations;
- Leading the management of transactions for the application of sales taxes;
- Leading activities concerning fiscal and financial policies in the short and long term, including debt management;
- Advising and supporting other City departments in matters requiring financial expertise and ensuring service participation in various instances;
- Leading the management of the City’s revenues (taxes, fees, services rendered, rights, developers, and grants);
- Leading the control of activities and the preparation of financial reports;
- Ensuring adequate funding for the Pension Plan as well as salaries and benefits;
- Leading the preparation of regulatory and management financial reports;
- Ensuring operational efficiency of the service (human resource management, financial management, and material management).
- Structuring and strengthening energy management practices from a sustainable perspective.
In this capacity, you submit any recommendations you deem necessary regarding orientations, objectives, priorities, and budgets for all departments, in order to ensure the financial operation of the City’s services and offices.
The ideal profile for us
- Hold a bachelor's degree in accounting sciences or any other relevant training;
- A graduate degree in management or business administration (MBA) or public administration (MAP) will be considered an asset;
- Be a member of the Order of Chartered Professional Accountants (CPA);
- Have a minimum of ten (10) years of relevant experience including solid management experience;
- Have led significant financial transformation projects;
- Experience in a unionized environment;
- Experience in the municipal field will be considered an asset;
- Knowledge of legislation applicable to the municipal sector will be considered an asset.
