As a member of the Clinical Effectiveness and Optimization team in Operational Support Services, The Program Lead provides leadership, planning, coordination, and operational oversight of the Clinical Information Access Team, ensuring integrity, quality, accessibility, confidentiality and security of health information. This role oversees information management, information governance, clinical documentation quality, information disclosure processes, and privacy compliance in accordance with regulatory requirements, and organizational objectives. A core responsibility of the position is the oversight of information disclosure activities, including the triage, review, and adjudication of requests for information. The Program Lead ensures that requests from patients, substitute decision-makers, healthcare providers, and other authorized parties are reviewed, processed, and disclosed in accordance with applicable legislation (e.g., Health Information Act, Access to Information Act), policies, and privacy standards. This includes assessing the appropriateness of disclosures, identifying privacy risks, managing sensitive requests, resolving escalations, and guiding team members, and other Recovery Alberta staff and leaders on disclosure decision-making. To successfully complete the objectives of the role, the Program Lead has an expert level understanding of policies and legislation applicable to information management and disclosure, as well as Recovery Alberta operational structures and resources. The Program Lead will serve as a point of escalation for all matters related to information management and disclosure within Recovery Alberta. The Program Lead will be consulted by senior leaders, legal counsel and physicians and asked to provide recommendations on issues related to the appropriateness, risks, feasibility, and impacts of disclosing information.
The Program Lead serves as a subject matter expert and leads a team of professionals on matters related to the access, use, and disclosure of clinical information across Recovery Alberta clinical service areas. The Program Lead performs tasks in the following six areas: Providing leadership and oversight for the management of clinical information requests, ensuring they are triaged, reviewed, approved, and released in compliance with organizational policies and legislative requirements. Ensuring compliance with privacy legislation, records management standards, and health information disclosure requirements. Consulting with Health Information Management partners (e.g., Privacy and Health Information Management), Recovery Alberta leadership, and legal counsel on risks associated with information requests through calls for records, action requests, and other health information disclosures. Establishing, implementing, and monitoring Recovery Alberta clinical information governance frameworks, standards, policies, and procedures that support the effective stewardship of health information assets. Leading process and compliance audits to evaluate workflow effectiveness, identify operational risks, and ensure regulatory compliance. Managing unionized and non-unionized staff, including assigning activities to team members in order to meet project goals and objectives. The Program Lead must develop strong working relationships with both internal and external partners to enable the Clinical Information Access team to support excellence in clinical practice and support quality patient outcomes.

Required Qualifications:
A master's degree is required in the social or behavioural sciences, or a health-related field. 7 years of healthcare experience in an organization of significant size, complexity and diversity. Experience developing, revising, implementing, and interpreting organizational policies and legislative requirements. A demonstrated clear pattern of professional and personal growth. Experience in initiating and fostering positive relationships and partnerships with key internal and external partners (e.g., working with various levels of leadership, physicians). Experience in balancing diverse and, occasionally conflicting, project partner interests. Experience in complex problem solving, negotiation, concerns/conflict resolution and investigation/negotiation. Ability to think systematically and critically. Demonstrated understanding of analytical and evaluation techniques for quality improvement and benefits realization. Demonstrated knowledge of relevant health information standards. Demonstrated excellent communication and presentation skills. Experience and expertise in facilitating presentations to convey information or transfer knowledge. Presentations are often to persuade or influence.
