Position Title: Program Supervisor

Position Overview
MATRIX Foster Care Services is committed to providing exceptional, trauma-informed care to children, youth, and families. The Program Supervisor plays a critical leadership role in ensuring the safe, effective, and compliant delivery of services across all foster homes and programs.
This role provides direct supervision to support staff, oversees monthly supervision of foster parents and clients, ensures compliance with Ministry / MCCSS licensing standards, and supports day-to-day program operations, staffing, crisis response, and quality assurance.
The Program Supervisor is expected to work collaboratively with internal leadership, foster parents and community stakeholders, to ensure that all services are delivered in accordance with CYFSA, MCCSS licensing requirements, agency policies, and best practices in child and youth care.
Key Responsibilities
Program Oversight & Ministry Compliance
- Oversee daily operations across assigned foster homes and youth programs.
- Ensure all services are delivered in compliance with: CYFSA, MCCSS licensing requirements, QSF standards, agency policies and procedures, workplace health and safety requirements
- Monitor compliance with all Ministry-required documentation and service standards.
- Ensure Plans of Care, incident reports, supervision records, case notes, medication logs, and monthly reviews are completed within required timelines.
- Track and escalate any risk related to Ministry deadlines, licensing requirements, or audit readiness.
- Support preparation for Ministry inspections, licensing visits, and ISA reviews.
- Maintain corrective action plans for compliance and ensure evidence is documented.
Staff Supervision
- Provide direct leadership, coaching, and supervision to support staff.
- Conduct regular supervision meetings with support staff.
- Complete performance evaluations, and coaching plans in partnership with program manager.
- Ensure staff adhere to documentation timelines and professional standards.
- Support staff development through coaching, mentoring.
- Monitor staff attendance, scheduling, punctuality, and shift coverage.
Monthly Supervision Requirements
- Conduct monthly formal supervision with foster parents.
- Conduct monthly client supervision to ensure service plans remain current and effective.
- Review: child/youth progress, behavioral concerns, placement stability, incident trends, school/community functioning, foster parent support needs
- Ensure supervision documentation is completed and filed within Ministry timelines.
Administrative Duties
- Maintain accurate and timely documentation in agency systems.
- Demonstrate strong ability to meet Ministry and agency deadlines.
- Ensure all required records are completed within prescribed timelines.
- Monitor staffing ratios and client support requirements.
- Complete reports and internal audits.
- Maintain staff and client binders in compliance-ready condition.
- Support house onboarding and orientation documentation.
Software & Documentation Systems
- Must be comfortable working with program software systems, including:
- case management software
- scheduling software
- incident reporting systems
- electronic client documentation platforms
- Microsoft 365 / Google suite
- Ability to generate reports and monitor compliance trackers.
- Strong proficiency with digital record keeping and reporting tools.
On-Call Responsibilities
- Participate in the agency’s on-call rotation.
- Respond to urgent incidents, serious occurrences, staffing emergencies, and crisis situations after hours.
- Provide immediate supervisory guidance to staff and foster parents during emergencies.
- Ensure serious occurrences and duty-to-report matters are escalated immediately.
Flexible Work Hours
- Ability to work flexible hours, including: evenings, weekends, statutory holidays, emergency after-hours response
- May be required to cover shifts as needed and as per operational needs
- Schedule may vary based on operational and client needs.
Driving Responsibilities
- Provide transportation support when operationally required.
- Conduct home visits, foster parent supervision visits, client meetings, and emergency responses across program locations.
- Must possess:
- Valid Ontario driver’s license with a clean driver’s abstract
- Reliable vehicle
- $2,000,000 automobile liability insurance as per Ministry requirements
- Comfortable transporting children and youth where required.
Crisis Management & Client Support
- Provide leadership during behavioral escalations and crisis situations.
- Support de-escalation strategies and safety planning.
- Ensure immediate staff support during high-risk incidents.
- Review incidents and implement corrective strategies.
Qualifications
- Bachelor’s degree in Child and Youth Care, Social Work, Psychology, or related field
- Minimum 3–5 years of experience in child & youth care or foster care services
- Minimum 2 years supervisory experience
- Strong knowledge of trauma-informed care, behavior management, CYFSA, Ministry licensing standards, foster care operations
Mandatory Training Requirements
Must complete and maintain all required trainings, including but not limited to:
- Understanding and Managing Aggressive Behaviour (UMAB)
- CPR and First Aid Certification
- Medication administration
- FNIM
- Workplace violence and harassment
- Trauma-informed care
- Agency orientation and policy training
Additional refresher training must be completed as required.

Pay: $53,000.00-$70,000.00 per year
