The City of Toronto has embarked on an ambitious transformation to build a resilient, inclusive, green, and prosperous future for residents and businesses. The Incubation and Design unit (I&D) in the Environment, Climate and Forestry Division (ECF) was created to lead the development of complex, and interdisciplinary sustainability initiatives. Its assignments tend to be new and emerging opportunities, particularly strategic initiatives requiring a high degree of integration within ECF and with other City Divisions, Agencies, and Corporations. The I&D team is currently advancing several workstreams related to climate resilience, circular economy and broader sustainability initiatives.
The I&D unit is a dynamic team of sustainability-oriented professionals working to help the City of Toronto achieve its ambitious climate and environmental goals. I&D is eager to welcome new Project Leads to advance work focused on new, circular economy, resilience and stormwater program management initiatives. Project Leads may be called on to represent I&D, the ECF Division, and the City of Toronto in a variety of settings, including presentations, working groups, industry initiatives and public consultations. Acting on behalf of management, they will serve as key contacts for communications and inquiries, deliver presentations, coordinate responses to elected officials, other divisions, and the public, and help align divisional inputs. Strong communication skills are essential, particularly the ability to translate complex data into accessible, non-technical insights that inform decision-making and guide effective environmental policies and strategic actions.
As key contributors within a multidisciplinary team, Project Leads will oversee assigned projects, manage contracts, and monitor timelines and budgets to ensure successful delivery. They will prepare project plans, status updates, and reports, and support procurement and contract processes where necessary. In addition, they will need to track developments across the field, align work with policies and legislation, and collaborate across City divisions, agencies, and corporations to advance corporate priorities. A strong understanding of equity and the ability to apply a reconciliation lens are essential, reflecting the City’s commitment to inclusive and holistic approaches to sustainability and climate resilience.

Circular Economy Team Positions
The Circular Economy team within the I&D Unit is one of the first dedicated circular economy teams in a North American municipality. Circular Economy Project Leads will oversee assigned projects to play a critical role in supporting the implementation of Toronto’s first Circular Economy Road Map (Circular Toronto), and other large-scale, strategic initiatives. Creates, analyzes and prepares key performance indicators to measure the effectiveness and efficiencies of programs and projects, maintains key performance indicator tracking systems, and prepares analysis for senior management and members of Council.
Collects, analyzes, evaluates and interprets information/findings to develop recommendations for improvement to existing Divisional projects, operating procedures, policies and services.
Post-secondary education in Environmental Studies, Public Administration/Policy, Urban Planning, Climate Change, Sustainability, Engineering, Circular Economy, Program Evaluation or a relevant discipline; or equivalent combination of education and/or experience.
Considerable experience in designing, coordinating, implementing and evaluating projects, policies, and/or programs in a multi-stakeholder environment.
Experience related to work with a focus on climate change, sustainability, circular economy, waste, environment, and/or local economic development is preferred.
Considerable experience conducting research and analysis using quantitative and qualitative methods, and summarizing findings and recommendations into reports and presentations for a wide range of audiences, such as senior management, technical experts, elected officials, other orders of government, and the public.
Considerable experience as a fully accountable project leader, coordinating multiple and diverse project plans, priorities, and stakeholders, monitoring project timelines and expenditures, and providing contract management oversight where required, with demonstrated success.
Advanced knowledge of a variety of computerized office systems including MS Office (i.e. Word, Excel, PowerPoint, Outlook), database software packages, and digital meeting and collaboration tools.
Knowledge of government structure, policies and decision-making processes is an asset, including knowledge related to the City of Toronto’s relationship with Indigenous communities and efforts focused on Reconciliation.
