Reporting to the Manager, Strategic Initiatives, the Project Manager is responsible for many aspects of project management, research and analysis, formulation of policy and recommendations, consultation and engagement, and report preparation on a diverse portfolio of community and corporate-based initiatives, projects, and programs. Areas of emphasis include agriculture, natural heritage, energy and infrastructure planning, climate change, aggregates, redevelopment of regional lands, environmental sustainability, and Niagara’s Employment Inventory program. The Project Manager supports a variety of corporate initiatives related to Council’s Strategic Priorities.

Post-secondary degree in Planning, Environmental Science/ Studies, Geography, Public Administration, Project Management, Business Administration, Economics, or other related discipline is required.

A minimum of 3 years of project management and/or public administration experience, which may include planning in a municipal setting, is required.

5 years of progressively responsible experience is preferred.

Membership in the Canadian Institute of Planners and eligibility to for the Registered Professional Planner (RPP) designation is preferred.

Knowledge of project management norms and practices.

Ability to support the procurement and management of consultant teams and the accountability for project budgets, scope, and schedule is required.

Experience working with elected officials, provincial ministries, local municipalities, First Nations and Indigenous Communities, community organizations, or the public is an asset.
Undertakes project management for a diverse range of community and corporate initiatives, projects, and programs (40% of time)

Supports the Manager or Senior Project Manager in leading major, complex, multi-year, or multi-disciplinary initiatives, projects, or programs using best practices in project management.

Leads minor projects or portions of major projects independently under the supervision of the Manager or Senior Project Manager.

Participates in the definition of problems and supports the identification of options and possible solutions.

Defines project requirements, develops project scope, determines project budget, and creates a work breakdown structure.

Prepares the project charter, terms of reference, and project management plan as appropriate. Seeks and incorporates the feedback of interested parties in the development of these documents.

Assist with the preparation of requests for proposal or other procurements documents for the retention of consulting and professional services.

Manages the scope, budget, schedule, and quality of services and deliverables throughout the life of the project.

Supports the management of the work of project teams (including internal and external resources), monitors quality of work and services provided and ensures deliverables are met on time and on budget.

Reviews consultant reports and deliverables to ensure compliance with project, legal, and regulatory requirements.
Participates in resolving conflicts among interested parties, including but not limited to consultants, internal department, external agencies, funding agencies, and the public.

Develops and implements consultation and engagement plans to ensure all interested groups and organizations including Indigenous Communities and First Nations are appropriately engaged.

Organizes and presents at public meetings, open houses, and other consultation and engagement events.

Communicates and presents project-related information at Regional Council, and to other interested groups and organizations as requested.
Supports the implementation of Council Strategic Priorities and Provides support and technical expertise to Standing and other Committees of Regional Council (10% of time)
Completes policy analysis and the review, evaluation, and reporting on emerging legislative issues, policies, guidelines, and standards (10% of time)

Supports Provincial requests for review of local official plans and other planning instruments. Coordinates with other divisions a Regional response on matters of Regional interest.

Recommends actions and changes to be taken to address Regional interests and requirements.

Provides written comments, reports, and advice. Participates on technical advisory or other committees where a Regional interest exists.

Summarizes and presents information to management, senior leadership, and Regional Council as appropriate.

Participates in the review and response to the Province on emerging legislative issues.
Oversees the implementation of Niagara Employment Inventory (NEI) Program (30% of time):
Provides project management and oversight for the annual data collection of local business activity and operations for internal and external use.
Manages and oversees the work of the Employment Inventory Coordinator.
Manages the preparation and set-up of data collection. Including updating and finalizing current year questionnaire, collaborating with IT and GIS to set-up the employment inventory webform as well as mass e-mailing, and team recruitment.
Performs data analysis and determines reporting metrics for the current year, summarizing data analysis into a report and reporting on key findings to Council.
Secures and shares different restriction levels of data with local area municipalities, interested organizations, and the public.
Provides land use support and technical expertise (10% of time)

Provides support and advice to internal departments related to a range of Regional projects and priorities as requested.

Provides support and advice to local area municipalities as requested through service level agreements.

Represents the Strategic Initiatives Department on a range of internal and external technical and advisory committees as requested by the Manager or Director

Assists other departments with their priorities and work programs as requested, providing expertise related to land use and related matters as appropriate.
Perform other related duties and responsibilities as assigned or required.
