Requirement – Valcom’s client, Directorate of Aerospace Equipment Program Management (Radar and Communications Systems) (DAEPM (R&CS)), requires the services of an Intermediate Life Cycle Management Specialist (LCMS) to assist the Air Traffic Management Systems (ATMS) LCMM) in maximizing the performance and availability of the Royal Canadian Air Force (RCAF) ATMS services in support of Force Generation.
The work to be performed involves the provision of LCMM Support and the revision and update of ATMS technical documentation including technical design drawings used at the RCAF Wings, Military Flight Advisory Units, and Radar Squadrons. The activities require coordination with the R&CS 4-2 LCMMs to varying degrees depending upon the required updates of each ATM system or equipment.
Work Description - The required services may include but are not limited to the following tasks related to LCMM Support/assistance and Technical Writing:
Maintenance & Engineering
a) Assist the Technical Authority (TA) and the LCMMs in supporting the maintenance program review initiatives and projects;
b) Assist TA/LCMMs in performing verification and validation services for equipment engineering projects;
c) Advising, optimizing and updating the equipment maintenance policies and procedures;
d) Assist TA/LCMMs in analysis of maintenance, repair and overhaul data
e) Prepare repair procedures, maintenance schedules and technical data
f) Produce approved Engineering Change Proposal (ECP) or modification instructions;
g) Update Canadian Forces Technical Orders (CFTOs) which may include, but not limited to, preventative and corrective maintenance instructions, servicing instructions, rigging or alignment procedures, parts lists, user manuals, operating instructions, Equipment Logistic Directives (ELD), Equipment Check List (ECL), Equipment Support List (ESLs), supply instructions, and repair and overhaul procedures, and repair and test schemes;
h) Develop technical correspondence and design layout of documents/manuals;
i) Advise and optimize equipment maintenance policies and procedures;
j) Verify and review materiel data; and
k) Verify, review and confirm that the equipment and its associated integrated logistics support arrangements are adequate.
Configuration Management
a) Assist R&CS 4-2 TAs/LCMMs in performing configuration management and maintaining configuration information on ATMS publication resources and database;
b) Initiate requirements for change, the equipment entitlements and scale of issues; and
c) Liaise with units regarding training, technical or maintenance matters.
Procurement
a) Research new equipment for development and technologies;
b) Prepare support cost option analysis and life-cycle cost estimates for systems and equipment; and
c) Prepare data for initial provisioning and repair parts scaling.
Disposal
a) Assist R&CS 4-2 TAs/LCMMs in preparing disposal procedures as per Department of National Defence (DND) established standards; and
b) Review disposal certificates, provide appropriate recommendations and update maintenance handbooks, parts list and operating manuals.
Administrative tasks
a) Maintain corporate records;
b) Review and update material/equipment specifications;
c) Review documents, drawings and associated data for conformance to established Design and Installation Procedure (DAIP) and standards;
d) Assimilate and convey technical material to current standards or electronic formats;
e) Prepare, modify and update Technical Instructions, specifications, drawings and Order;
f) Make all necessary preparations in order to actively participate in any meeting convened by the TA; and
g) Developing and reviewing SOWs.
Technical Writing - The LCMM (hereinafter known at the Resource) will be tasked by the Technical Authority (TA) to assist the LCMMs with the maintenance, update and development of R&CS 4-2 ATMS technical documents and technical drawings for the following Air Traffic Management Systems (ATMS):
a) Voice Communication Switches (VCS);
b) Voice Recorder;
c) Primary Surveillance Radar (PSR) sensors;
d) Secondary Surveillance Radar (SSR) Sensors;
e) Radar Display Systems (RDS);
f) Environmental and Navigational Data Display Systems;
g) Automated Precision Approach Landing Systems;
h) Meteorological Systems;
i) Approach and Landing Aids;
j) Navigational Aids;
k) Mobile and Deployable Communications and Radar Systems; and
l) Fixed and portable security scanning devices
Location for the required services - All services must be provided on-site at 455 Boulevard de la Carrière, Gatineau, QC or an alternative location which has been approved by the TA. R&CS will provide sufficient office space, general purpose office furniture and workstation equipment/services (Computer workstation, keyboard, mouse, monitor and access to the divisional Local Area Network (LAN).
To be considered for this opportunity, the successful candidate must meet or exceed the following criteria:
Education:
(1) University (PhD, Graduate, Undergraduate, degree), or
(2) College or CEGEP diploma/certificate, or
(3) High School
Work Experience:
(1) A minimum of 60 months of demonstrated experience of technical faultfinding and demonstrated knowledge of any Aerospace Automated Weather Observation System (AWOS) within the last 120 months;
OR
Have a military qualification for Communications, Navigation and Surveillance (CNS), Air Navigations Services (ANS) and Automated Weather Observation System (AWOS).
(2) Must have a minimum of 60 months of demonstrated experience within the last 120 months performing Preventative Maintenance (PM) and Corrective Maintenance (CM) on the CNS, ANS and AWOS.
(3) Must have a minimum of 60 months of demonstrated experience within the last 120 months performing Maintenance and Support at levels 1, 2 and 3.
(4) Must have a minimum of 60 months of demonstrated experience within the last 120 months evaluating tests and performance of the AWOS.
(5) Must have a minimum of 60 months of demonstrated experience within the last 120 months working on CNS, ANS and AWOS. As demonstrated by performing each of the following:
a) Working with analog, digital and Radio Frequency (RF) electronics;
b) Applying AWOS knowledge in order to guide and support sites with CNS, ANS and AWOS Maintenance and Support; and
c) Performing specialized CNS, ANS and AWOS Maintenance and Support maintenance tasks, such as replacement of Airfield observation components such as sensors, rain gauges, anemometer cups and wind vanes.
