The Opportunity:
The Manager, Housing Programs manages and co-ordinates the delivery of a diverse range of social and
affordable housing programs to ensure effective program delivery, maximize resources, and confirm
compliance with relevant legislation and program requirements as the Service Manager for housing in the
District.
What you will do:
• Manage and coordinate all aspects of housing programs to ensure compliance with legislation, policies,
guidelines, standards, and legal agreements.
- Provide Municipal Service Manager oversight of the community housing system within the District including
ensuring housing provider compliance with legislative, financial, governance, operations management, and
reporting requirements.
- Manage the access system for rent-geared-to-income, rental subsidies, and other housing related support.
- Lead the development of program targets and goals, policies, and procedures to improve program delivery.
- Develop relationships and partner with members of the Community Services department and public and
private entities to develop a comprehensive approach to affordable housing solutions and promote affordable
housing options.
- Research and remain well-informed on emerging community/affordable housing matters, as well as funding
opportunities, legislation, and policies.
- Ensure service outputs and program deliverables are met on time and accurately reported on.
- Lead the preparation of federal, provincial, and municipal related reports on funds utilization and program
outcomes for related activities.
- Communicate in multiple formats to a variety of audiences on program delivery and policy matters and
respond effectively to inquiries in a variety of settings.
- Manage employees in a manner consistent with District values, policies, and procedures, including
selection, work scheduling, training, and performance evaluation.

What you will need:
• Graduation from a 3-year post-secondary program in a related area such as social sciences, business
admin, health services or community planning or equivalent combination of education and experience.
- Four to Five years of progressive experience in the public sector in progressively responsible positions in
areas such as social services administration, community development, project management, human
services, or other related areas, including directly related supervisory experience.
- Sound knowledge of Social Housing programs, relevant legislation such as Housing Services Act,
Residential Tenancies Act, contractual obligations, building codes and municipal by-laws that govern the
management and administration of residential housing and applicable policies.
- Experience working in multi-stakeholder environments, leading, and implementing change and
demonstrated competencies in systems planning, capacity building, and development and assessment of
measurable outcomes.
- Current and detailed understanding of the policy environment, government operations, and housing market
conditions, particularly as they may impact on the provision of community housing.
- Effective leadership, facilitation/presentation, communication, and interpersonal skills.
- Highly developed analytical and business planning skills.
