Primary Role
The Strategic Buyer – China Relations spearheads the development and execution of the strategic sourcing process through the implementation of sourcing strategies, as aligned with the overall company spend on a product line / commodity basis; specifically focusing on the global sourcing initiative. The expectation in this role is to be the main contact for all sourcing activities between clients, vendors, suppliers and internal stakeholders. The role is expected to provide sourcing support, guidance, information, and collaborative assistance to all staff, including project management, materials management, and junior procurement staff. This position helps achieve the department and Company goals and objectives relevant to planning and procuring materials, while supporting day-to-day activities when and if necessary.
Key Responsibilities
Evaluate corporate procurement requirements through ongoing engagement of all departments.
Evaluate project procurement requirements by engaging with Design and Scheduling groups.
Identify and research new purchasing opportunities for the new/existing materials/services, with the goal of achieving improvements in costs, quality, and logistics.
Provides strategic sourcing services to ensure the achievement of savings for identified product lines or commodities with special focus on the China Sourcing initiatives.
Implements and maintains appropriate category specific sourcing strategies with special focus on major items categories (wood, steel, aluminum, and electrical components).
Develops and maintains strong working relationships with suppliers and internal stakeholders.
Provides sourcing and procurement advisory services.
Negotiates and own the final review and document preparation process.
Process adherence and implementation.
Drives and maintains Procurement and Supply Chain Management Policy Compliance.
Ensuring all documentation is complete and all trade agreements are recorded in the ERP system.
Other Duties Include
Document management and archiving.
Translation for critical documents & work instructions to assist in clear communication
Risk management and mitigation through commercial structures (PO, Blanket PO, Work Orders, etc.).
Formulates sourcing, negotiation, and contracting strategies for the identified product line/commodities.
Development and execution of standardized strategic sourcing processes and strategies.
Actively participates in fact-based negotiations with suppliers for assigned commodities.
Analyzes usage and/or spending trends for commodities and develops forecast estimates of future usage.
Forecast future pricing for assigned commodities (wood, aluminum, steel, etc.) based on price trends through market analysis.
Feeds supplier performance data to internal stakeholders, under approved ISO:9001 framework.
Conducts analysis with extended team and identifies opportunities with stakeholders.
Works with procurement team to support all other procurement activities, including day-to-day tasks and MRP review.
Mentor and train junior buyers and staff, as required.
Metrics and Reporting
Qualifications
Fluency in English and Mandarin Chinese (spoken and written) is required due to the regular need to communicate with Mandarin-speaking customers and suppliers.
Recognized Supply Chain Designation would be considered an asset.
Demonstrated knowledge of Strategic Sourcing
Knowledge of best practice procurement tools
Understanding of manufacturing environment (custom manufacturing preferred)
