ABOUT THE ROLE
Reporting to the Program Manager, Capital Construction Support is responsible for the coordination of activities relating to water and wastewater infrastructure construction or rehabilitation and asset management program; inspection of construction activities affecting Regional water and wastewater structures within Region’s easements, properties and road allowances; monitoring assigned construction projects and contractors; ensuring compliance of water and wastewater projects with the approved engineering drawings, codes, regulations, standards, specifications, and policies of the Region.
WHAT YOU'LL BE DOING
- Monitors and coordinates construction projects and related activities; ensures that Regional approval has been granted prior to the commencement of any construction activity involving Regional structures.
- Assigns project activities to site inspectors with appropriate follow-up to ensure compliance with standards and timelines, as assigned.
- Monitors contractor(s) ensuring that those responsible have in place and implemented, traffic management and traffic protection plans, construction signage according to the Ontario Traffic Manual (OTM) and ensure that all elements are maintained in accordance with standards.
- Monitors construction projects to ensure that all conditions of approval, including insurance policies, construction notices and emergency numbers are in place prior to construction commencing
- Prepares and maintains files for each assigned project or assigned approval application including correspondence and drawings; records and maintains records as appropriate.
- Maintains a record of requirements and conditions of Regional assets to assists in the reporting of infrastructure condition and needs, and substantiates life cycle analysis.
- Reviews inspection reports or quantity take-offs, as assigned, and ensures that requests for payment are accurate.
- Monitors the installation and supply of new equipment and construction activities in general to ensure conformance with contract documents, Region Standards, health and safety and applicable legislation
- Liaises with consultants, developers, owners, contractors and municipal staff, and members of the public.
- Investigates and resolves construction complaints from the public, area municipalities, consultants, Ministries, Regional staff, owners, developers, police and politicians, as directed.
- Provides input to the Asset Management business unit planning process as it relates to linear and discreet assets.
- Oversees/attends pressure testing of water mains, and testing of sanitary sewers as assigned, to ensure that the contractor follows appropriate guidelines and procedures.
WHAT WE'RE LOOKING FOR
- Successful completion of a three year Community College Diploma Program in Environmental or Civil Engineering Technology.
- Minimum three (3) years’ experience performing inspections related to the construction of linear assets such as sanitary sewers and watermains and experience performing inspections related to the construction of discrete facilities, such as pumping stations, reservoirs and water towers.
- Valid Ontario Class “G” driver’s licence, free of serious offences under the Highway Traffic Act.
- General knowledge of building components involved in the construction of water and wastewater facilities, including HVAC, mechanical process piping, treatment and electrical.
- Knowledge of construction practices relating to infrastructure construction, C.C.T.V. sewer inspection practices and tunnelling construction.
- Familiarity with the use of trenchless technology in the repair and restoration of infrastructure.
- Knowledge and experience in confined space entry with training in confined space awareness, self contained breathing apparatus and fall protection.
- Knowledge and demonstrated ability in corporate core competencies including customer focus, communication, collaboration and personal ownership
- Computer literacy utilizing MS Office software applications as well as proficiency with the application of specialized software relevant to the technical specialty.
- Proficiency in mathematical calculations and analysis.
