The Systems Analyst works in coordination with Business Analysts, subject matter experts, vendors, consultants, and project stakeholders. This role transforms functional requirements into technical specifications, interpreting or adapting as necessary. The Systems Analyst is responsible for planning, analyzing, designing, implementing and maintaining business and enterprise systems and solutions based on best practices and organizational needs. This position reports to the Manager, Business & Enterprise Systems, and Information Technology.

Provides analysis, design, configuration, enhancements, integration, upgrades, maintenance and support of the City’s PeopleSoft HCM and FSCM applications.

Collaborating with Solution Architects and other stakeholders, develops highly available and fault-tolerant systems architecture, configuration and specifications documents, and technical design documents.

Plan and upgrade enhancements for systems and performs testing to confirm proper implementation.

Provide technical leadership and follow-through on execution to ensure requirements and technical specifications are met.

Develops and executes feasibility studies and requirements analysis to ensure solutions meet the client’s requests, systems upgrades, and corporate or departmental initiatives.

Develops Technical configuration and specifications documents, diagrams and flowcharts.

Performs fit/gap analysis on technical development items.

Plans, analyzes, manages and executes system and unit testing to ensure system stability and operability.

Identifies, troubleshoots, and develops/rewrites code to resolve system outages/disruptions.

Analyzes and make decisions during highly stressful conditions, such as system outages/disruptions, to minimize the amount of system downtime.

Develops the “follow-up action plan” details when an IT Service Outage occurs.

Coordinates with application software vendors, internal and external user groups and consultants in collaboration with the IT Department to to fulfill project and operational tasks.

Assists in the development of the three-year technology plan for IT Systems including: Planning roadmap, industry competitive analysis, division operational/tech requirements, current trends in municipal or industry practices and fit/gap analysis of the City’s IT systems.

Acts as project coordinator to develop project charters, plans, timelines, cost analysis, work breakdowns and other project documents.

Excellent knowledge of Oracle PeopleSoft HCM and FSCM applications.

Excellent knowledge of PeopleSoft technologies including Application Designer, Application Engine, PeopleCode, Application Packages, Application Messaging, Fluid Development, Component Interfaces, Workflow, SQR, BI Publisher, nVision and Query.

Working knowledge of PeopleSoft Internet Architecture (PIA) including Web Servers (WebLogic), Application Servers (Tuxedo), Process Schedulers and Integration Broker

Experience with PeopleSoft Update Manager (PUM), Change Assistant, and Application/PeopleTools Upgrades considered an asset.

Excellent knowledge of PeopleSoft integration technology (i.e. Integration Broker, REST, SOAP).

Demonstrated knowledge of Human Resources, Payroll, Time and Labour and Financials modules.

Ability to provide innovative solutions to meet City’s functional and technical needs.

Thorough knowledge of Oracle SQL programming and relational databases

Ability to translate business requirements into technical specifications, API/service specification, and configuration requirements.

Working Knowledge of the principles and practices of software development life cycle including source code version control and system integration

Working Knowledge and experience in Cloud Technologies

Experience in leading major software release upgrades. Project management experience in ERP systems implementation.

Graduation from a technical institute with a two (2) year Diploma program in Information Technology or Computer Systems plus five (5) to eight (8) years of progressively complex job-related experience in an integrated information technology environment is required. A combination of education and/or experience will be considered.

Experience working in a municipal government environment is preferred.

Project management or International Institute of Business Analysis (IIBA) certification is preferred.

Work is performed in an office environment.

Hours of Work:
The incumbent in this position will work 70 hours bi-weekly on a Flexible Schedule. Although the work schedule is typically based on an 8:15am to 5:00pm, Monday to Friday compressed work week schedule, you will be required with advance notice to adjust start/stop time or days of work to meet operational needs.
