The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, and enforcement activities. The OSC also contributes to national and global securities regulation development.
We offer a diverse, fair, and flexible work environment and take pride in our challenging and rewarding work.
CSA ITSO supports the delivery of secure, reliable and modern technology capabilities that enable securities regulatory operations. Working across shared services and in partnership with business and technology leaders, ITSO delivers cloud adoption, platform modernization and operational excellence to provide resilient, scalable and cost-effective services.
Reporting to the Manager of Platform Services, the Cloud Systems Architect will implement CSA ITSO’s established cloud strategy, standards and target-state architecture. The role is responsible for translating approved architecture principles and roadmaps into secure, scalable and resilient cloud solutions, and for enabling application, data and infrastructure teams to adopt cloud platforms, tooling and delivery practices in alignment with enterprise guardrails.
Your Opportunity to Make a Difference
This is a hands-on delivery and enablement role for a cloud architect who can turn defined cloud direction into practical implementation plans, reference patterns and operational capabilities. You will work closely with enterprise architecture, cybersecurity, infrastructure, application development, operations and vendors to implement cloud services, modernize workloads, improve automation and strengthen reliability, security and cost management across the CSA ITSO environment.
Key Duties and Responsibilities
- Implement CSA ITSO’s defined cloud strategy, architecture standards, guardrails and roadmap in collaboration with enterprise architecture, security, infrastructure and delivery teams.
- Design and deploy secure cloud landing zones, subscriptions/accounts, identity integration, connectivity, logging, monitoring and recovery capabilities in alignment with approved enterprise patterns and compliance requirements.
- Assess and execute the migration and modernization of workloads from on-premises environments to cloud platforms using approved approaches such as rehost, replatform, refactor, replace or retire.
- Implement infrastructure, platform and SaaS services based on established target-state and transitional architectures, with a preference for reusable, supportable and well-governed solutions.
- Build and maintain reusable templates, automation and deployment pipelines for cloud provisioning using infrastructure as code and policy as code.
- Apply cloud governance controls related to identity, networking, encryption, secrets management, backup, disaster recovery, tagging, cost management and lifecycle management.
- Work with cybersecurity and risk teams to implement secure configuration baselines, vulnerability management, Zero Trust controls and continuous compliance practices within cloud services and delivery pipelines.
- Enable CI/CD and DevSecOps implementation patterns across teams by integrating build, test, deployment and release controls into delivery pipelines.
- Improve service reliability and operational readiness through observability, alerting, incident response, performance tuning, resiliency design and automated recovery mechanisms.
- Support architecture reviews, technical evaluations and implementation planning for cloud, SaaS and third-party platform services in accordance with enterprise direction and procurement processes.
- Provide technical guidance and day-to-day coaching to infrastructure and delivery teams to help them adopt approved cloud standards, tools and operational practices.
- Document solution designs, build standards, implementation procedures, support models and operational runbooks to ensure sustainable delivery and support.
- Work with operations, service management and vendors to resolve cloud platform issues, coordinate changes and maintain service levels.
- Identify implementation risks, dependencies and knowledge gaps, and escalate or recommend practical mitigations to support successful delivery.
Experience and Key Attributes
- Degree in Computer Science, Engineering or a related discipline, or an equivalent combination of education and experience.
- 7+ years of progressive experience in enterprise infrastructure, cloud architecture, systems engineering and/or platform engineering, including the implementation of secure production cloud environments.
- Demonstrated hands-on experience implementing and operating services in at least one major public cloud platform; experience across Azure and AWS is strongly preferred.
- Strong expertise in cloud implementation domains such as identity and access management, networking, compute, storage, containers, observability, backup/recovery and security controls.
- Experience migrating and modernizing enterprise workloads using cloud adoption frameworks and implementation patterns for hybrid and cloud-native environments.
- Strong knowledge of infrastructure as code and automation tooling such as Terraform, Bicep, ARM, CloudFormation, PowerShell, Python or similar.
- Experience implementing CI/CD, DevSecOps and modern software delivery practices, including the ability to support and coach teams in adopting them effectively.
- Experience applying cloud governance, architecture standards and operational procedures in regulated or highly controlled environments.
- Solid understanding of security, privacy, audit and compliance requirements relevant to enterprise technology environments.
- Strong systems integration experience, with the ability to connect application, data, security and infrastructure requirements into cohesive end-to-end solutions.
- Excellent communication and stakeholder engagement skills, with the ability to explain technical concepts to technical and non-technical audiences.
- Strong analytical, problem-solving and decision-making skills, with a practical, execution-focused mindset.
- Proven ability to work within established strategic direction while driving high-quality implementation outcomes across multiple teams.
- High degree of ownership, adaptability and service orientation, with the ability to operate effectively in a collaborative delivery environment.
What Success Looks Like
- Approved cloud standards and architectural patterns are implemented consistently across CSA ITSO cloud services and workloads.
- Workloads are migrated and modernized effectively using the right implementation approach, reducing risk and improving resiliency and supportability.
- Teams adopt reusable automation, deployment pipelines and operational practices that improve consistency and delivery quality.
- Cloud controls for security, compliance, observability and cost management are implemented and operating effectively.
- Solution implementations are aligned with enterprise architecture direction, business priorities and sustainable support models.
