Raise is currently hiring a Program & Contract Management Specialist (T&D OMA Programs) T-Lines Maintenance on behalf of our client. Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.
Description
The Program and Contract Management (PCM) team is seeking a highly skilled and adaptable professional to oversee Transmission & Distribution (T&D) Operations, Maintenance, and Administration (OMA) programs. This role focuses on the management, field auditing, and execution of critical utility programs, including fire risk mitigation, inspection contracts, decommissioning, and condition-based repairs.
The successful candidate combines strong construction, project, or program management expertise with a hands-on commitment to worksite safety, field-based auditing, and vendor oversight across rugged and remote regions of British Columbia.
Key Responsibilities

Program & Contract Management
-
Transmission Portfolio & Inspection Programs: Oversee maintenance and inspection programs contracted to external resources. Conduct advance site visits and scope vetting (including corrosion and switch inspections) for access and vegetation requirements.

Data & System Quality Assurance: Review completed inspection data within the Transmission Lines Data Server (TLDS) application upon return. Ensure high-quality data entry and strict adherence to utility standards via desktop and in-field QA.

Financial Oversight: Perform initial reviews and verification of contractor invoices prior to submission to the Work Program Manager (WPM) for formal approval.

Resource Coordination: Coordinate internal and external project resources to ensure smooth mobilization to project sites.

Field Operations, Auditing & Oversight

Vendor Field Audits: Conduct periodic in-field quality and safety audits of external vendors to ensure compliance with BC Hydro standards, specifications, and scope requirements.

Fire Risk Mitigation Contracts: Manage external vendors during both active fire seasons (emergency contracts covering Retardant & Grubbing) and off-fire seasons (planned contracts covering Fire Mesh).

Decommissioning & Repairs: Perform advance site inspections, scope verification, work oversight during construction, and final completed work verification for decommissioning programs and condition-based repairs.

Work Package Development: Gather stakeholder requirements from internal teams (including IP, PCM, and LFO) and develop comprehensive work packages for the internal WPM to contract out when required.

Safety Leadership & Incident Management

Worksite Safety Oversight: Directly oversee worksite safety practices and external work crews to enforce a zero-incident safety culture.

Safety Communication: Lead bi-weekly safety and operational calls with contractors to address field issues, share best practices, and mitigate risks.

Reporting & Compliance: Input all safety data, including Incident Management System (IMS) incidents and Safe Work Observations (SWO), in accordance with corporate reporting protocols.
Qualifications
- 3 to 5+ years of progressive experience managing field-based programs, utility construction, or industrial contracts.

7 to 10+ years of direct, hands-on experience in power systems, electrical utility operations, or power line construction to offset the educational requirement.

Familiarity with high-voltage environments, line inspections, utility vegetation management, or asset maintenance structures (like corrosion and switch systems).

Demonstrated background in program, project, or construction management within a heavy industrial or utility environment.

Proven experience developing new field programs, managing external vendors, conducting field-based audits, and writing performance/compliance reports.

Strong familiarity with BC Hydro systems, operational processes, corporate culture, safety values, and internal terminology is highly preferred.

Driving Record: Must maintain a demonstrably safe and incident-free driving record.

Education

Bachelor’s degree in Engineering or Business, a relevant Trades Certification, OR an equivalent combination of education and extensive, appropriate experience managing power system field work.
Travel, Physical, & Environment Demands

Willingness and capability to travel extensively and complete field assignments, potentially over extended durations.

Ability and willingness to travel via helicopter and water vessels (including water taxis, barges, etc.). Previous helicopter experience is an asset; candidate must be willing to undergo specialized training at the company's expense if required.

Physically capable of working safely in outdoor, rugged, and challenging geographic locations, which includes walking, hiking, and navigating difficult terrain.

Ability to safely execute tasks while working alone in remote areas by strictly adhering to working-alone safety procedures.
Additional Information
- Every contractor must supply their own Windows 11 Laptop computer for the duration of the assignment.
Every contractor must supply their own “Smart Phone”. This is needed to gain access to the Organizations network.
