Halifax Regional Municipality is inviting applications for one (1) full-time, permanent position of
Controls Technician with Facility Maintenance & Operation a division of Property, Fleet & Environment. Under the general supervision of the Supervisor, Building Operations, the Controls Technician performs programming work in the repair, maintenance, service, modification, troubleshooting, inspection and monitoring of the operations of heating, ventilation, and air conditioning through EMS (Emergency Management Control System). The Controls Technician performs a variety of skilled tasks required for the maintenance, upgrading and renovations of HVAC systems and equipment.
DUTIES AND RESPONSIILITIES:-
In regard to the Energy Management System (including HVAC Control and Indoor Air Quality (IAQ)): responsibility to troubleshoot, monitor, maintain, inspect and service systems & controls for heating, ventilation systems, air conditioning equipment, including DX and hydronics systems and components, compressors, air conditioning systems, cooling towers, fans and fan motors, pumps and pump motors, electric controls and associated safety, overcurrent and other equipment protection devices;

Responsible to complete necessary repairs on the Energy management System;

Provide specialized training to other staff in the use of controls software programming;

For EMS Systems, writes codes, conducts adjustments and conducts analysis to balance energy management with comfort control;

Prepares documentation and control flow charts for HVAC and its performance;

Monitors and adjusts computer-based EMS programs for proper HVAC comforts and energy management control;

Evaluates preliminary mechanical design plans and specs for remodels, upgrades or new construction and provides control "sequence of operations" for HVAC equipment to be incorporated into design plans and specs;

Monitors work done by outside contractors for adherence to all code requirements and reports back to the Supervisor;

Assists in the writing of specifications for repairs and new construction;

Responds to service calls, emergencies, visits on-site or remotely checks indicated points of trouble within the EMS System;

Develops and implements preventive maintenance (PM) programs for EMS systems to increase efficiency of building operation;

Maintains appropriate service and repair records;

Researches, purchases and inventories equipment parts and supplies;

Responds to routine and emergency calls for repairs and service;

Assists and serves as back up to other Facilities Management employees.
QUALIFICATIONS:
Education and Experience:-
A Certificate of Qualification in the Electrical Construction trade or a Diploma in Industrial Electronics, Instrumentation or Mechanical Building Systems (HVAC);

Five years’ experience in building automation or as a Journeyperson electrician with a minimum of 2 years' experience in building automation (HVAC Controls) systems;

Knowledge of Siemens, Honeywell & Johnson Controls, a definite asset;

Knowledge of building energy efficiency principles;

Knowledge of relevant building codes and standards, and construction site practices;

Must have a valid Driver's License with a good driving record. A Driver's abstract is required prior to appointment.
Technical / Job Specific Knowledge and Abilities:-
Proven diagnostic skills - able to systematically identify and resolve technical problems;

Additional Computer skills: Windows, Microsoft 365, Bacnet and IP networking;
-
Availability for the 24/7 on-call service program, on a rotating basis;
-
Diagnostics, troubleshooting and/or programming skills;
-
Thorough knowledge of various energy management systems, heating, ventilation systems, air conditioning systems;
-
Handling and maintenance of trade-specific materials, tools, instrumentation, and equipment;
-
Applicable safety code requirements;
-
Safety precautions to be observed in the maintenance and installation of electronic and mechanical equipment;
-
Good attendance and work record.
Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

WORK STATUS: Permanent, full-time.
HOURS OF WORK: 35 hours/week, 4:00 pm - 12:00 am - Monday through Friday.
SALARY: In accordance with the NSGEU 222 collective agreement, Group 8: $39.63 /hour.
WORK LOCATION: 375 Cowie Hill, Halifax, NS.
