Team Leader, RPMS (Real Property Spatial Services)
The Team Leader, Real Property Management (RP Spatial Services), oversees multiple project management support teams and supports real property projects, including specialized teams delivering Real Property Spatial (RPS) data services (e.g., CAD/BIM and GIS). The incumbent acts as a technical specialist, leading and integrating activities for complex projects and spatial initiatives. The incumbent leads a team of professionals and manages the human resources responsibilities for the team. The incumbent also manages the Client-Partner relationship and supports the coordination and continuous improvement of Real Property Spatial (RPS) Program Management Office (PMO) activities, contributing to governance, planning, reporting, and operational oversight for spatial initiatives, projects, and services that support real property, infrastructure, environmental, and asset management functions. The incumbent develops creative solutions and ensures the team is focused on collaboration and the quality and timeliness of deliverables.
KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:
Primary

Complete complex real property project work, including tasks related to Geographic Information System (GIS), Computer-Aided Design (CAD) and Building Information Modelling (BIM), real property studies, asset assessments, facility reviews, lease and land acquisition guidance, technical reviews, strategic plans and development plans.

Research, analyze and develop major policies, standards, directives and performance indicators

Coordinate, assess and report on real property performance indicators

Support the delivery and ongoing enhancement of Real Property Spatial (RPS) Program Management Office (PMO) activities, including coordination, performance monitoring, reporting, and the development and implementation of standardized processes, workflows, and tools supporting spatial initiatives and services.

Coordinate initiatives across multiple spatial domains (e.g., buildings, land and site infrastructure, environmental, capital projects, and technology platforms) to ensure alignment, integration, and consistency of spatial data, processes, and service delivery.

Conduct research, provide content to Client-Partner program and project documentation, and advise on project objectives, strategies, procurement management, and the monitoring and tracking of schedules and performance related to projects

Develop information management strategies and tools to address new requirements for reporting and tracking real property data

Manage service level arrangements

Promote and manage business development opportunities

Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders

Ensure quality standards are met, in line with corporate and Client-Partner expectations

Manage risk

Perform human resources functions (e.g. coach, supervise, mentor, plan and allocate resources, and manage performance)

SKILLS
General and Specific Knowledge

Best practices, methods, trends and legislation in real property, Building Information Modelling (BIM), geomatics (CAD/GIS), Computer-Aided Facility Management (CAFM), and information and data management.

Best practices and trends in financial management and human resources management
-
Client-Partner and industry standards for CAD, BIM, GIS, and information management (e.g., ISO 19650), including data governance, quality, and interoperability requirements.

Project and risk management principles
Formal Education and/or Certification(s) and Experience

Minimum: college diploma in land use, engineering, architecture, facility/property management, business or related field with six years’ relevant experience, or the equivalent

Preferred: university degree in one of the above fields and/or additional training in project management
Abilities

Use applicable computer software and operating systems.

Write policies, business cases, options analysis, statements of work for large, complex projects
