This is a mid-to-senior Project/Portfolio Manager contract supporting the Global Security & Defence (GSD) strategy team at a leading Canadian financial institution. The team supports the CISO and is hiring two resources to work directly with the Cyber Portfolio leads. The role is focused on cyber projects regulatory and audit work in relation to the Glasswing cybersecurity program. The team consists of approximately 5 people with stakeholders across the business. Approximately 70% of the day is spent in meetings, with interaction primarily internal to the organization. Contractors will not have access to any customer data.
- Develop and maintain governance frameworks, processes, and reporting structures to track performance, enable transparency, and support decision-making.

Lead overall portfolio planning and execution, establish cadence, manage interdependencies, mitigate risks, and optimize resource allocation.

Translate team goals into actionable plans, monitor progress, adjust strategies, and ensure alignment with long-term objectives.

Design and deliver executive-ready materials and dashboards that clearly communicate progress, insights, and recommendations.

Build strong relationships between businesses and senior executives to influence outcomes and ensure strategic priorities are understood and executed.

Provide thought leadership and strategic recommendations, incorporating findings into programs for operational efficiency and long-term planning.

Respond effectively to ambiguity and last-minute changes, stay informed on emerging trends and regulatory changes, and evolve strategies as needed.

Conduct analysis and make recommendations to enhance capabilities, drive efficiencies, and support sustainable growth.

Lead the business case development process for FY27 cybersecurity initiatives.

Create business cases for projects under the Glasswing cybersecurity program (AI-related security initiatives).

Conduct stakeholder interviews, including executive-level leaders.

Prepare business case documentation, financial analysis, and supporting artifacts.

Validate assumptions, identify gaps, challenge stakeholders, and ensure business cases are well justified.

Work within established templates and processes while independently driving deliverables.
- 10+ years of experience working in cybersecurity as a Program or Project Manager

5+ years of experience working within the cybersecurity domain

Strong portfolio management experience

Extensive experience creating business cases and financials, including:
- Capital vs. operating costs - Amortization - Depreciation - Cost estimates / financial analysis

Knowledge of the Glasswing cybersecurity initiative

Excellent stakeholder management skills, including experience working with executives

Demonstrated experience creating business cases and conducting financial analysis in a large enterprise or organization

Prior TD Bank experience (minimum 1 year)
