The Department of Health, Seniors and Long-Term Care is seeking a qualified Business and Performance Finance Analyst to join the Strategic Finance Branch within the Finance Division. This is an exciting opportunity to contribute to the financial sustainability of Manitoba’s health care system and support evidence-based resource allocation at a provincial level.
Working in a dynamic and complex environment, the successful candidate will collaborate with senior leaders and key partners across government and the health system to provide strategic financial analysis, advice, and insight that informs important decisions affecting health care delivery across Manitoba. The branch works closely with the Financial Commissioning Branch and other internal and external stakeholders to advance government priorities and support system-wide planning and performance.
This role includes an important challenge function, requiring the ability to exercise sound judgment, critically assess financial and performance information, question assumptions, and provide objective, evidence-based advice on complex and sensitive issues. The position requires a high degree of independence, initiative, and adaptability, as well as the ability to develop strategic recommendations that influence provincial health care priorities and outcomes.

Duties:
As a key member of the Strategic Finance Branch, the Business and Performance Finance Analyst supports provincial health system priorities by providing strategic financial analysis, advice, and insight related to the funding and performance of Service Delivery Organizations (SDOs). The position works closely with internal and external stakeholders to inform decision-making, support equitable resource allocation, and promote fiscal sustainability across Manitoba’s health care system.
The Strategic Finance Branch provides strategic advice, financial and econometric analysis, and evidence-based support related to SDO funding, medical remuneration, provincial drug program expenditure modelling, and other health system initiatives. Within this context, the Analyst contributes to complex projects and policy development in alignment with government mandates and priorities.
Qualifications:
Essential:
- Chartered Professional Accountants (CPA) designation or near completion plus relevant experience.
- Strong financial acumen with extensive experience leading budgeting and financial management in a complex environment.
- Strong critical thinking and analytical skills with the ability to work independently and exercise sound judgement in a dynamic environment.
- Strong verbal communication skills with the ability to adapt and convey information clearly and effectively to a variety of audiences.
- Excellent written communication skills with the ability to prepare clear, effective and complex written materials for a variety of audiences.
- Strong interpersonal skills with the ability to develop, foster and maintain respectful and collaborative working relationships with a diverse range of stakeholders.
- Strong Political acumen with the ability to provide strategic, evidence-based advice to senior leadership on complex and sensitive issues.
- Demonstrated strong proficiency with Microsoft Office suite, particularly advanced experience using Excel for financial analysis and modeling, and PowerPoint for preparing concise, executive level briefing and presentation materials.
Desired:
- Demonstrated experience in developing and applying complex financial models, including forecasting and scenario analysis, to support strategic decision-making and funding allocation within a public sector and/or health system environment.
- Experience working with and/or comprehensive knowledge of Manitoba’s healthcare system from a financial perspective.
