This position requires bilingual fluency in both English and Mandarin.
- Analyze capacity and operational time utilization of SAGD and CPF facilities and equipment to identify technical opportunities for production optimization.
- Identify and evaluate opportunities to increase throughput while minimizing capital investment.
- Lead technical assessments and studies related to de-bottlenecking initiatives.
- Develop de-bottlenecking execution strategies and present findings and recommendations to management.
- Lead end-to-end execution of de-bottlenecking projects through to production start-up, ensuring appropriate controls are in place to maintain scope, schedule, cost, and quality.
- Conduct post-project evaluations and prepare comparative performance reports against original targets and assumptions.
- Ensure successful delivery of oil and gas projects, including facilities, flowlines, and plant modifications, by defining appropriate execution strategies based on project-specific conditions.
- Develop or oversee comprehensive project execution plans, including all baseline elements such as budget, schedule, and overall project controls framework.
- Maintain ongoing communication with clients throughout the project lifecycle and build strong, trusted client relationships.
- Lead internal project team coordination across all disciplines and functional groups to ensure effective execution and alignment.
- Monitor, track, and report key project performance metrics throughout execution, ensuring proper governance and control.
- Manage ongoing changes effectively, proactively resolving issues, conflicts, and project challenges in a timely manner.
- Take full accountability for project outcomes, including cost, schedule, quality, and Health, Safety, and Environment (HSE) performance.
- Support business growth through repeat business opportunities and identification of new project prospects.
- Must hold a Professional Engineer (P.Eng.) designation or equivalent licensed engineering qualification.
- Bilingual proficiency in English and Mandarin is required.
- Minimum of 10 years of experience in oil and gas EPC project environments, with at least 5 years in a Project Management or similar leadership role. Experience delivering large capital projects (>$50M) is preferred.
- Strong background in project controls, including integrated scheduling, cost management, forecasting, and performance reporting.
- Proven experience in procurement planning and execution, including long-lead equipment strategy, vendor assessment, bid evaluation, and global supply chain coordination.
- Demonstrated expertise in project risk management, including identification, evaluation, mitigation, and ongoing monitoring of cost and schedule risks.
- Excellent communication and interpersonal skills, with strong capabilities in both technical and non-technical reporting and presentations.
- Ability to perform effectively in fast-paced, dynamic environments while consistently delivering high-quality project outputs on time.
- Demonstrated leadership aligned with COOEC Canada core values and HSE standards, with a strong commitment to leading by example.
- Strong technical and project management capability in delivering capital projects within EPC organizations.
- Comprehensive knowledge of project management functions, including integration of project elements, project controls, front-end engineering through detailed design, and execution phases including construction, commissioning, and start-up.
- Hands-on field experience in construction, commissioning, and start-up of processing or production facilities.
- Familiarity with stage-gate processes for capital project execution.
- Knowledge of contracting strategies, contract management, and commercial execution.
- Understanding of risk management principles and practices.
- Knowledge of capital project funding requests and corporate work planning and budgeting processes.
- Strong leadership skills with the ability to motivate and guide project teams effectively.
