About The Role:
Civida is searching for a District Housing Manager for a 1-year, temporary position. The District Housing Manager leads a housing management team, responsible for ensuring that Civida provides high quality, customer-focused services to tenants. This includes all tenancy and program requirements for Community Housing, and Civida’s Affordable Housing Programs. The District Housing Manager is responsible for ensuring that the tenancies and sites are maintained in alignment with Civida’s strategic plan. Key Responsibilities:
Tenant Experience and Community Relations
- Manage the tenancy management components in Community Housing and Affordable Housing programs in accordance with the Residential Tenancies Act, the Alberta Housing Act, funding agreements, and corporate policies.
- Manage and oversee the leasing process for the assigned portfolio in compliance with applicable legislation, with a focus on maximizing revenue generation, including conducting regular rent reviews.
- Manage and oversee the Annual Income Review and rent setting processes to ensure compliance with the Social Housing Accommodation Regulation (SHAR).
- Collaborate with the Customer Experience Management team to ensure tenants are supported in a respectful, trauma-informed manner.
- Liaise with government organizations and agencies on matters related to Civida managed neighbourhood services.
- Build and maintain strategic partnerships with community agencies to support shared objectives.
Service Delivery Management
- Ensure that all Civida-managed properties and neighbourhoods are maintained to a standard that effectively meets the objectives of Civida and within the guidelines as set out for the programs.
- Oversee the pest management function for the Community Housing and Affordable Housing programs in alignment with Civida's objectives.
- Responsible, on rotation, for managing after-hours and emergency maintenance processes and receiving after-hours calls that are escalated as required.
- Collaborate with Risk & Internal Controls, and other internal teams to support the management of the insurance claims process and requirements.
- Manage defined service delivery contracts for Civida properties, making recommendations and facilitating resolutions of related issues.
- Collaborate with Facilities Management team and Edmonton Police Service to prepare for and meet the standards of the Crime Free Multi-Housing Program.
Financial Management and Reporting
- Manage budgets related to assigned contracts and district operations.
- Collaborate with the Finance team to prepare departmental budget forecasts and contribute to the annual budget planning for Community and Affordable Housing. Identify and analyze budget variances and emerging financial trends.
- Monitor key department statistics and metrics, including rent arrears, vacancy, tenant charge backs, vendor chargebacks and contractual charging errors. Coordinate with vendors to resolve issues.
- Ensure rent calculations and tenant charges are completed in accordance with applicable legislation.
- Review all invoices charged to defined service delivery contracts auditing for accuracy.
Leadership
- Provide leadership, guidance, and operational support to district-based teams.
- Develop and foster a high-performing, collaborative team culture with a focus on responsiveness and proactivity.
- Support continuous improvement by identifying opportunities for process efficiencies.
- Ensure safety and wellbeing of site-based teams
- Oversee performance management, including goal setting, coaching, performance improvement processes, and disciplinary processes where applicable.
- Participate in the development of the organization’s strategy and business plans.
- Participate in the creation and implementation of policies and procedures; ensure team awareness and compliance.
Qualifications:
- Minimum 8 years’ management and related experience preferably in a unionized environment.
- A related Bachelor’s degree is preferred.
- Experience in full cycle property management and residential building maintenance is preferred.
- Strong knowledge of the Residential Tenancies Act and related regulations.
- Familiarity with the Alberta Housing Act and associated regulations.
- Knowledge of the Alberta Building Code, Fire Code and Occupational Health and Safety Regulations.
- Understanding of the needs of vulnerable populations.
- Familiarity with external community organizations that support tenant well-being.
- Proven ability to build and maintain strong relationships with internal and external stakeholders across all levels.
- Proficiency in interpreting and managing service contracts.
- Strong problem-solving abilities and the ability to build consensus when addressing complex challenges.
- Personal vehicle required for work use, including valid driver’s license, driver’s abstract and proof of insurance.
