ABOUT THUNDER BAY PORT AUTHORITY
Thunder Bay Port Authority is a Federal Port Authority established under the Canada Marine Act. TBPA manages federal port lands and assets, supports safe and efficient navigation, facilitates marine commerce, and maintains port infrastructure in support of economic activity and the public interest.
Operating as Port of Thunder Bay, TBPA owns and operates Keefer Terminal, a multi-user warehousing and general cargo facility serving domestic and international markets. The port maintains marine and terminal infrastructure required for safe and continuous operations.
ROLE SUMMARY
The Maintenance Labourer supports the day-to-day operation and upkeep of Keefer Terminal and other TBPA properties. Duties are assigned by the Manager - Maintenance based on operational and maintenance needs.
KEY RESPONSIBILITIES
Maintenance & Operations
- Perform routine, preventive, and corrective maintenance on terminal infrastructure, including buildings, laydown areas, roads, rail tracks, doors, fencing, lighting, drainage systems, and utilities.
- Conduct regular inspections and basic testing of systems and infrastructure.
- Complete basic electrical, HVAC, plumbing, carpentry, and mechanical work within the limits of training and certification.
- Operate TBPA equipment (e.g., Bobcat, dump truck, scissor lift) as required.
- Support terminal readiness before and after vessel calls.
- Respond to urgent maintenance and safety issues, including after-hours as required.
Site Monitoring
- Conduct regular site inspections to identify hazards, damage, or equipment failures.

Health, Safety & Security
- Perform all work in compliance with applicable health and safety requirements, including PPE, safe work procedures, and permit systems (e.g., hot work, confined space, lockout/tagout).
- Work at heights when required, with appropriate training and equipment provided. Support emergency response activities and participate in drills as required.
- Follow all site security protocols, including access control, restricted areas, and badging requirements.
WORK ENVIRONMENT & EXPECTATIONS
This role involves working in a dynamic industrial environment, including outdoor exposure to varying weather conditions, noise, dust, and active operational areas.
Duties may vary daily based on operational needs. The Maintenance Labourer is expected to:
- Follow direction and complete assigned tasks efficiently and safely;
- Support a broad range of operational and maintenance activities;
- Work within training, certification, safety requirements and applicable legislation;
- Demonstrate flexibility, reliability, and practical problem-solving skills.
WORK SCHEDULE
- Full-time position (40 hours per week).
- Shift work based on 24/7 operational requirements including evenings, weekends, and on-call response.
QUALIFICATIONS AND REQUIREMENTS
- Secondary School diploma, or an equivalent combination of education, training and experience.
- 2-3 years of experience in general maintenance or industrial labour.
- Working knowledge of HVAC, basic electrical, and mechanical systems is considered an asset.
- Must successfully undergo a satisfactory Criminal Records Check.
- Valid Ontario G class driver’s licence.
- Legal right to live and work in Canada.
- Ability to perform physical work, including lifting, climbing, and working at heights.
- Bilingualism (English/French) is considered an asset.
