Business Continuity Consultant (Governance & Risk)

Responsibilities:
- Act as a second-line risk subject matter expert in Business Continuity Management (BCM), Disaster Recovery (DR), and Operational Resilience.
- Conduct second-line quality assurance reviews and challenge business units on the completion of Business Continuity, Disaster Recovery, and Operational Resilience documentation using the Risk Management Three Lines of Defence model, including Business Continuity Plans, Business Impact Assessments, Enterprise Disaster Recovery Plans, Technology and Application Recovery Plans, and related testing and exercise results.
- Develop and communicate recommendations for improvement to first-line business partners based on quality assessment findings.
- Ensure recovery strategies and operationally resilient recovery and resolution plans are maintained, viable, and capable of supporting recoverability and service continuity.
- Work with business groups to ensure cross-functional dependencies, as well as internal and external requirements, are addressed within continuity and recovery plans.
- Support the development and continuous improvement of Business Continuity, Disaster Recovery, and Operational Resilience procedures, guidelines, and templates in alignment with internal policies, regulatory expectations, and industry best practices.
- Collaborate with Disaster Recovery, Crisis Management, Business Continuity, and Operational Resilience teams to promote consistency and alignment across continuity initiatives.
- Support Business Continuity and Operational Resilience scenario testing to validate the organization's ability to withstand and recover from operational disruptions within established impact tolerances and recovery time objectives.
- Monitor compliance with Disaster Recovery and Operational Resilience regulatory requirements and prepare reporting for management and regulatory bodies.
- Provide governance and oversight of technology-related third-party Exit and Contingency Plans to ensure policy compliance and appropriate supporting evidence.
- Conduct second-line reviews and challenge first-line supplier responses to annual Business Continuity Questionnaires, while assessing critical and significant technology suppliers for continuity readiness using the Three Lines of Defence model.
- Manage and report Business Continuity Policy non-compliance related to third-party requirements.
- Partner with Risk Officers, Business Continuity Contacts, and Relationship Managers to support reviews, due diligence activities, training, and reporting.
- Track business unit deliverables to ensure timely completion, accuracy, and comprehensive reporting.
- Support risk dashboards and prepare KPI and KRI reporting on program initiatives, identified risks, gaps, and compliance with internal policies and regulatory requirements.
- Serve as a subject matter expert on the Fusion Risk Management platform and support the enhancement and ongoing development of the organization's Business Continuity and Operational Resilience management solution.
- Collaborate with the First-Line Disaster Recovery Team to embed policy requirements into operational directives and support the development of new policy requirements aligned with industry standards.
- Develop and deliver training on Business Impact Assessments, Business Continuity Plans, Business Continuity Testing, Risk Assessments, BCM tools, and related Business Continuity activities.
- Produce quarterly KPI and compliance reports.
What you will need to succeed:
- PMP/PMI certification or an equivalent certification.
- Business Continuity and/or Disaster Recovery designation.
- Minimum of 3 years of experience in Business Continuity, Crisis Management, and/or Disaster Recovery program management.
- Experience in Operational Resilience governance and risk management.
- Several years of experience managing, developing, and executing Business Continuity and Disaster Recovery testing and exercises.
- Minimum of 2 years of experience within financial institutions and/or the insurance industry.
- Experience with the Fusion Risk Management (Fusion RM) platform.
- Strong presentation, written, and verbal communication skills.
- Strong negotiation and conflict management skills.
- Strong analytical, reporting, process management, and technical skills.
- Strong interpersonal skills with a customer/client focus.
- Familiarity with industry best practices in Business Continuity, Disaster Recovery, and Operational Resilience.
- Ability to work collaboratively in a team environment.
- Demonstrated problem-solving abilities with strong problem identification, cross-team coordination, remediation action development, and resolution impact validation.
Preferred qualifications
- Bachelor's degree in Computer Science, Management Information Systems, or a related field.
- Alternatively, 5 to 10 years of equivalent IT experience.
- 5 years of experience with a life insurance company.
- 2 years of management experience.
- Experience delivering presentations to large groups.
- Experience with Quality Assurance.
- Experience supporting large-scale data centre recovery and test execution across multiple technology environments.
- Experience working with risk management frameworks, including the Three Lines of Defence model.
- In-depth understanding of Disaster Recovery in hybrid on-premises and cloud-based environments.
