What We Need:
Oak Valley Health is looking for an operational leader to serve as Director, Workforce Management, Scheduling and HR Optimization. Reporting to the Vice President, People and CHRO, this role provides portfolio leadership for HR Operations, Payroll, the Central Staffing Office and centralized scheduling, with a mandate to modernize how workforce services are planned, delivered, measured and continuously improved.
This role is a key enabler of OVH's People Plan 2026-2029, particularly Workforce Flexibility, while also supporting Well-being and Belonging and Leadership and Growth. The Director will strengthen scheduling modernization, safe staffing, payroll and HR operations, workforce analytics, service standards and manager/employee experience, while ensuring HR-enabled technology and process work is advanced in partnership with Digital/IT and through appropriate enterprise governance.
The successful candidate will balance daily operational reliability with longer-term optimization, establishing clear governance, controls, dashboards, escalation pathways and change management plans that help leaders and teams work more efficiently, fairly and consistently.

Workforce Management, Scheduling and Central Staffing Office
Provide strategic and operational leadership for workforce management, centralized scheduling and the Central Staffing Office in support of safe, reliable and efficient 24/7 hospital operations.
Modernize scheduling and workforce models to balance flexibility, fairness, predictability, patient care needs, skill mix, models of care, collective agreement requirements and operational priorities.
Pilot, evaluate and sustain scheduling and flexibility improvements using clear measures, operational feedback and evidence-informed decision-making.
Monitor workforce risks such as vacancies, overtime, sick time backfill, premium pay, agency usage, scheduling gaps and staffing escalations, and provide actionable recommendations to senior leadership.
HR Operations, Payroll and Service Excellence
Provide leadership for HR Operations and Payroll, ensuring accurate, timely, compliant and service-focused delivery of employee lifecycle transactions, payroll processes, benefits administration, employment data and related operational services.
Strengthen HR, payroll, scheduling, time and attendance, and employee data processes so Workday and UKG information is accurate, consistent and supports payroll, reporting, workforce planning and People Plan measurement.
Establish service standards, standard operating procedures, controls, audit routines, issue-resolution pathways and quality measures for HR Operations, Payroll and Central Staffing Office services.
Partner with Finance, Digital/IT, Labour Relations, HR Business Partners, clinical operations and other stakeholders to simplify processes and improve the manager and employee experience.
HR Business Process Optimization
Act as the People and Culture business/process lead for Workday, UKG Pro Workforce Management, scheduling, time and attendance, payroll interfaces, reporting, dashboards, employee self-service and manager self-service, in partnership with Digital/IT and other enabling functions.
Lead business requirements, workflow design, testing coordination, training, adoption, stabilization, data quality, service standards and benefits realization for approved HR and workforce technology/process initiatives.
Ensure HR optimization work follows enterprise Digital/IT governance, cybersecurity, privacy, architecture, integration, project management and change control requirements.
Translate workforce and HR data into practical insights, options and measures aligned to the People Plan and operational scorecards.
Leadership, Partnership and Culture
Lead, coach and develop a multidisciplinary team across HR operations, payroll, scheduling, staffing, workforce optimization and HR process functions.
Build a culture of accountability, customer service, collaboration, equity, psychological safety, continuous improvement and high performance within the portfolio.
Serve as a trusted advisor to senior leaders on workforce management, scheduling, payroll/HR operations risks, process optimization, service excellence and digital enablement opportunities.

What you bring to the role:
Bachelor's degree in Human Resources, Business Administration, Health Administration, Industrial Engineering, Operations Management, Finance, or a related field. Master's degree preferred.
CHRL, project management, HR analytics, Lean/Six Sigma, payroll or workforce management certification is an asset.
8 to 10 years of progressive experience in workforce management, scheduling, HR operations, payroll operations, workforce analytics, HR business process optimization or operational transformation, preferably within a complex healthcare environment.
5+ years of formal leadership experience, including experience leading multidisciplinary teams and enterprise-level change.
Experience with scheduling and time and attendance systems, HRIS platforms, payroll processes, reporting, dashboards, data governance, testing, adoption and process optimization. Experience with Workday and UKG Pro Workforce Management is an asset.
Strong understanding of unionized healthcare environments, collective agreement scheduling rules, 24/7 staffing realities, payroll dependencies, employee lifecycle data and operational risk management.
Experience partnering with Digital/IT or equivalent technology teams on business requirements, system/process changes, data quality, integrations, cybersecurity/privacy considerations, project governance and change management.
Strong analytical, communication, stakeholder engagement, change management and problem-solving skills, with the ability to translate workforce data into clear insights and measurable outcomes.
Work Schedule:
Full-time, days. Due to the 24/7 nature of hospital operations, occasional early morning, evening, weekend or after-hours availability may be required to support operational needs, major implementations, critical staffing issues or escalation events.
