POSITION DESCRIPTION
Reporting to the Director, Environment, the incumbent is responsible, in collaboration with the existing team, for planning, designing, and managing a variety of environmental projects, while supporting the Port Infrastructure Department, the Project Management Office (PMO), and the Operations Vice Presidency. The incumbent will contribute to the design of the Port of Québec’s major projects through a collaborative approach involving multiple departments and stakeholders. They will serve as the primary lead for preparing permit applications to Fisheries and Oceans Canada (DFO), while addressing complex environmental issues across various environmental components.
RESPONSIBILITIES
Project Management
- Act as Project Manager for environmental projects, including preparing scopes of work, managing tendering and selection processes, monitoring costs and schedules, ensuring the quality of deliverables, and overseeing fieldwork and construction activities.
- Develop preliminary project cost estimates prior to tendering within their area of expertise.
- Lead the environmental components of major projects in close collaboration with the Port Infrastructure Department.
- Establish environmental management strategies to support the successful delivery of major organizational projects, particularly with respect to soil and sediment management, permitting, and environmental monitoring during construction activities.
- Plan and coordinate studies and programs conducted by external consultants and review their findings.
- Collaborate with departmental managers and the Director, Environment, to continuously improve and ensure compliance with the Impact Assessment and Mitigation Process (IAMP).
- Ensure appropriate project monitoring and reporting with the Project Management Office.
- Plan and develop cumulative effects assessment approaches to ensure their integration into project assessment processes and Indigenous consultation activities.
Fish Habitat and Sediment Management
- Identify technically and economically viable dredging methods for major projects while applying the principles of avoidance, minimization, and compensation of impacts on fish habitat and the environment.
- Develop and implement sediment management strategies that support project delivery while evaluating all beneficial reuse opportunities for dredged materials.
- Develop and implement approaches and strategies to ensure project compliance with DFO requirements and fish habitat compensation obligations.
- Oversee fish habitat studies required for permit applications and project assessments.
- Submit project review requests when activities are planned in or near watercourses and aquatic environments.
- Develop and enhance the compensation plan associated with the modernization of Port of Québec infrastructure, as well as any other project requiring fish habitat compensation.
General Environmental Management Support
- Monitor regulatory developments related to activities that may have environmental impacts on the territory and on operational activities (site assessments, contaminant emissions, soil management, etc.).
- Anticipate and identify regulatory issues that may affect the organization from an environmental compliance perspective.
- Coordinate specific actions under the ESG and Sustainable Development Plan and actively participate in related committees.
- Support the continuous improvement and maintenance of the Environmental Management System (EMS).
- Draft operational procedures and work instructions.
- Develop and implement emergency response measures (incident management, spill response, etc.).
- Provide support to the Director and other team members on various assignments and initiatives.
- Contribute to the development of environmental policies, programs, procedures, and guidelines.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree in Environmental Science, Engineering, or a related discipline.
- Master’s degree in Science and training in Fisheries Management (considered an asset).
- Excellent command of French, both spoken and written, and advanced English proficiency.
- Minimum of 10 years of environmental experience in similar roles.
- Knowledge of the maritime sector and fisheries resources.
- Strong understanding of municipal, provincial, federal, and international (IMO) environmental regulations.
- Knowledge of environmental compliance auditing processes, risk assessment methodologies, and management systems (ISO 19011, CSA Z773, ISO 31000, and ISO 14001).
- Excellent communication skills, strong customer-service orientation, diplomacy, and a proven ability to engage and mobilize stakeholders.
