Position Information:
Under the direction of the Director of Materials Management, with minimal direct supervision, this role performs professional work of advanced difficulty, in transactional and administrative purchasing activities for the hospital. This includes, but is not limited to, sourcing, vendor management, contract administration and the procurement of supplies, equipment and professional services, in accordance with applicable public procurement legislation, rules and policies, through all available avenues.
Responsibilities:
- Research, source, and procure goods, services, and equipment for internal departments in accordance with applicable legislation, policies, and procurement best practices.
- Lead and coordinate competitive procurement processes, including procurement planning, development of specifications and RFx documents, bid issuance, evaluation committee facilitation, bid analysis, and contract award recommendations to ensure fair, transparent, and value-driven outcomes.
- Provide procurement expertise and guidance to internal departments by assisting with specifications, sourcing strategies, contract utilization, product alternatives, and interpretation of procurement policies and procedures.
- Negotiate with suppliers, consultants, and contractors regarding pricing, specifications, scope of work, terms and conditions, and contract amendments to achieve best value.
- Administer contracts throughout their lifecycle, including monitoring compliance, managing change orders, extensions, supplier performance, contract audits, and resolving issues between suppliers and client departments.
- Review and execute purchase orders, contracts, change orders, and other procurement documents within delegated authority.
- Conduct market research and analyze procurement activities to identify cost savings, process improvements, standardization opportunities, strategic sourcing initiatives, and e-procurement enhancements.
- Maintain the integrity of the public procurement process while ensuring compliance with applicable legislation, organizational policies, and ethical standards.
- Maintain and audit procurement data, including item master records, supplier records, warehouse inventory, procurement documentation, and related reports to ensure accuracy and accountability.
- Provide back up to other members of purchasing team for leaves and absences.
- Provide guidance and support to procurement staff and perform other related duties as assigned
Qualifications:
EDUCATION:
- Bachelor’s degree from an accredited college or university in Purchasing, Business, Finance, or closely related field.
- Certified Professional Public Buyer (CPPB) or equivalent certifications, or the willingness to obtain.
EXPERIENCE:
- Minimum five (5) years progressively responsible in purchasing, preferably in a hospital or publicly funded setting.
- Considerable knowledge of public procurement principles, purchasing practices, contract administration, solicitation methods, and applicable legislation, policies, procedures, and contract law.
- Good knowledge of financial and analytical principles, including mathematics, cost and price analysis, and basic cost accounting.
- Considerable skill in researching, preparing, and administering complex procurement documents, solicitations, contracts, and reports.
- Strong negotiation, project management, organizational, and time management skills, with the ability to manage multiple priorities and meet deadlines.
- Advanced proficiency with computerized procurement systems and Microsoft 365 with a particular emphasis on Excel proficiency.
- Ability to interpret and apply procurement legislation, policies, procedures, and regulations while exercising sound judgment and maintaining compliance.
- Strong analytical, problem-solving, and decision-making skills, including the ability to resolve complex and sensitive issues.
- Excellent written and verbal communication skills, with the ability to clearly explain complex information to diverse audiences.
- Ability to establish and maintain effective working relationships with internal departments, suppliers, contractors, external agencies, and other stakeholders through a collaborative and customer-focused approach.

Salary Range: $48.21 - $54.26/hour
