Role:
Coordinate and support health, safety and environment (HSE) issues and initiatives as required by our operations departments throughout Canada. The position will be based in Burnaby/Vancouver with some travel required. Operating departments include overhead distribution and transmission construction and maintenance, underground distribution construction and maintenance, high voltage cable splicing, substation construction, distribution and transmission gas installation and related construction activities.
This is an internally focused position. Where our site based Advisors support individual projects in the field, this role supports the business day to day — owning the corporate HSE program documentation, running the training and audit calendar, supporting our offices and shops, providing HSE guidance to operations departments, and supplying the program content that underpins our contractor compliance and prequalification submissions.
Responsibilities
- Day to day operational support
- Providing day to day support to various operations departments regarding HSE guidance and assistance;
- Compile and develop site and project specific HSE documentation for awarded work scopes;
- Assist as required in the identification and development of HSE related task specific safety documentation;
- Work with operations departments, including project managers, fleet and stores in the assistance and administration of various safety initiatives and programs;
- Attend and provide support for HSE related meetings including client facilitated meetings, project kick off meetings, safety meetings, weekly coordination meetings, etc.;
- Provide remote support and technical guidance to site based Advisors and field supervision;
- Support HSE requirements for offices, shops and yards, including ergonomics, WHMIS, first aid coverage, emergency response and evacuation planning.
- Program ownership and continuous improvement
- Own, maintain and revise the Corporate Health, Safety and Environment Program (CHSEP), Safe Work Practices and Safe Job Procedures, including annual review cycles and revision control;
- Make necessary revisions to the safety and health process to address changes in the work environment, legislation and client requirements;
- Supply program content, evidence and documentation references to the HSE Compliance Software Specialist in support of contractor prequalification submissions, client questionnaires and platform re-verifications;
- Prepare and support internal and external Certificate of Recognition (COR) audits and client audits, and manage resulting action plans;
- Compile corporate HSE statistics and leading indicators; analyze trends and prepare reporting for management.
- Incidents, investigations and claims
- Lead investigative teams in incident investigations including near miss and damage events;
- Maintain the incident and investigation register, verify corrective action closure and issue lessons learned across the business;
- Support WCB claim files, disputes, and return to work programs, coordinating with Human Resources to facilitate injured workers back to their regular duties through a graduated work process;
- Perform workplace HSE inspections and audits;
- Stop work when there is an imminent danger to life and/or the possibility exists for a loss/damage to equipment and/or other facilities.
- Training and engagement
- Assist with developing and conducting internal training courses including but not limited to mobile equipment, WHMIS, Certificate of Recognition (COR), Environmental, Confined space, Fall Protection, WCB Regulations, and various related training;
- Maintain the corporate training matrix and calendar, and work with Resources to verify crew and employee training currency;
- Deliver new hire HSE orientation and support the onboarding process;
- Support and administer the Joint Occupational Health and Safety Committees;
- Promoting employee health and safety awareness, mental health, and facilitating a variety of employee safety resources.
Education, Training & Experience
- 3 - 5 years related experience in an industrialized setting (Utility experience considered an asset);
- Canadian Registered Safety Professional (CRSP) or Canadian Registered Safety Technician (CRST), working towards CRSP, considered an asset;
- Experience writing, maintaining and revising corporate safety program documentation;
- Internal or external COR auditor certification considered an asset;
- Supplementary safety training courses for the related disciplines;
- Skills associated with the development and delivery of training programs.

- Superior writing skills — convey information appropriately, and prepare concise, consistent, and timely reports, graphs, and general communications;
- Excellent document control discipline — version numbering, revision history and controlled distribution;
- Ability to travel out of town and occasionally out of country (valid passport and clear criminal record);
- Excellent team building, interpersonal and organizational skills;
- Motivated and driven self-starter able to quickly understand and foresee requirements and take a proactive approach to various situations;
- Be able to relate to trades people;
- Presentation skills, and planning and organizing skills;
- Problem solving skills — analytical skills associated with investigations, identifying trends and patterns, and formulating the data to be communicated;

- Be able to understand and articulate complex issues and illustrate the information, i.e.: Industrial Hygiene, Asbestos, Silica, etc.;
- Observational skill — understand what you are capturing for and how you will be using it;

- Familiarity in office and/or field ergonomics — having completed some form of training or program;
- Human performance analysis considered an asset;
- Risk analysis and assessment, and auditing skills.
Pay: $38.47-$43.27 per hour
