PURPOSE:
The Finance Director is a full-time position that is responsible for overseeing the Finance Department at Mitaanjigamiing First Nation. The Finance Director will work with Finance team members, leadership, the First Nation Manager, and other departments to ensure sound financial practices. This position reviews and processes complex transactions and authorizes payments within a delegated authority. The Finance Director will ensure monthly reports are completed in a timely manner and will work closely with the First Nation auditor to ensure year end reporting is completed.
ACCOUNTABILITY:
The Finance Director oversees the financial and accounting processes for Mitaanjigamiing First Nation in accordance with the Financial Administration Policy and any other applicable legislation related to First Nation financial administration. The Finance Director will report directly to the First Nation Manager and will be expected to periodically provide financial updates and advice to the Mitaanjigamiing Chief and Council, as well as any applicable funding agencies that work in agreement with Mitaanjigamiing First Nation.
DUTIES:
- Responsible for the day-to-day day financial administration of Mitaanjigamiing First Nation, including annual budgeting, payroll, accounts receivable, accounts payable, cash-flow, banking, compliance monitoring and reporting, etc.
- Works with the First Nation Manager and Supervisors to ensure they are supported in financial aspects of their programs and are provided guidance on the financial practices and policies of the First Nation.
- Provides regular budget/variance reports, and as required, audit updates to the First Nation Manager, Supervisors and Chief and Council.
- Prepares monthly and year end reporting; through regular meetings, provides reports to the First Nation Manager and Chief and Council.
- Ensures that the financial administration systems, policies, procedures, directions, and internal controls are appropriately designed and operating effectively
- Meets on a regular basis with the First Nation Manager and leadership to provide financial updates and guidance.
- Work with Chief and Council to support the creation and development of Financial Administration Laws and any other projects as requested
- Lead the annual development, review, and updating of the First Nation Administration budget, ensuring alignment with organizational priorities, funding requirements, and long-term financial sustainability.
- Works closely with the First Nation Manager to ensure adequate insurance is secured for the First Nation.
- Ensures all reporting requirements, including the annual audit, are completed to a high standard within a reasonable timeframe
- Develops working relationships with all organization staff, lending institutions and community membership
- Direct the Financial Administrator and other finance staff in proper procedures and to maintain accurate records and to ensure sounds accounting controls and practices.
- Coordinates funding agreements, monitors reporting requirements and advises the First Nation Manager of outstanding reports. If directed, completes reports within knowledge area.
- Complete monthly bank reconciliations
- Provides financial guidance and support for projects
- Assist in the negotiation of all funding agreements required by Mitaanjigamiing First Nation
QUALIFICATIONS:
- Bachelor’s degree in Accounting or three year College diploma in Business Administration-Accounting or five years of related experience in accounting/financial management
- Certified Aboriginal Financial Manager through the Aboriginal Financial Officers Association is an asset
- Professional accounting designation from a recognized Canadian institution preferred
- Computer skills including excellent knowledge of Microsoft Office programs
- Financial software: specifically, Adiago and PayDirt software
- Working knowledge of electronic file transfers (EFT) and accepted banking processes
- Highly organized
- Analytical skills
- Contract administration skills
- Knowledge of the First Nation funding agreements
- Experience preparing budgets and forecasting expenditures
- Supervisory skills
- Knowledge of Mitaanjigamiing First Nation culture and tradition
TERMS AND CONDITIONS:
- Must provide a criminal reference check that is satisfactory to the Mitaanjigamiing First Nation.
- Valid class G driver’s license, access to reliable vehicle
- Ability to travel, as requested.
- Must sign an Oath of Confidentiality, Declaration of Understanding, Conflict of Interest and Code of Conduct.
Pay: $100,000.00-$120,000.00 per year
