Term/Status: Temporary - Anticipated 70 hours bi-weekly until September 17, 2027
Classification/Salary: Administrative Officer R27 - position starts at $45.48 per hour
Location: Vancouver Head Office (hybrid - 1 day in office per week after passing a 6-month probation)

About the opportunity:
Reporting to the Manager, Information Management, this role supports the effective operation of CLBC's Privacy Management Program by safeguarding personal information and ensuring organizational compliance with the Freedom of Information and Protection of Privacy Act (FIPPA). The role provides subject-matter expertise on privacy, access to information, and information-management practices across the organization.
Key responsibilities:

Serves as a subject-matter expert on privacy and access to information for all levels of the organization and Service Providers

Provides advice on privacy requirements related to programs, initiatives, and business processes
-
Interprets and applies FIPPA and related legislation to support organizational compliance

Processes all types of FOI requests, including general, personal, legal orders and government related information requests

Coordinates records searches with records management team and ensures timely, complete responses

Reviews records for responsiveness and applies FIPPA exemptions appropriately

Leads and coordinates investigations into privacy incidents and breaches

Conducts analysis, documentation, and root-cause assessment throughout the incident lifecycle

Ensures timely notifications to affected parties and the Office of the Information and Privacy Commissioner (OIPC) when required

Conducts Privacy Impact Assessments (PIAs) and Data Protection Impact Assessments (DPIAs)

Identifies and evaluates privacy risks within new or existing initiatives

Facilitates the completion and review of Information Sharing Agreements (ISAs)

Works with the People Development team to build and deliver privacy training and educational resources to CLBC staff

Creates internal and external communication materials related to privacy awareness and requirements

Promotes a culture of privacy and data protection across the organization
What you will bring:
-
Minimum of three years' experience in privacy, senior policy or program analyst position, with at least one year focused on privacy within a complex, organizational environment

Bachelor's degree in business, Human Services, Law, Public Administration, Information Management or a related field

CIPM/CIPP/C (Certified Information Privacy Manager /Professional) designation is preferred
We are also looking for:

Expert knowledge of FIPPA, including information access, release of information, and the application of controls for protecting personal information in both electronic and non-electronic formats

Strong analytical and critical-thinking skills with the ability to assess complex situations, identify impacts, and break down issues into manageable components

Excellent verbal and written communication skills, with the ability to convey complex privacy concepts clearly and effectively
Additional Info:

Occasional overnight travel within region. Possession of a Class 5 driver's license and a clean driver's abstract is required
