We're looking for an experienced Manager, People & Culture to champion the people who make our mission possible.
This is more than a traditional HR/LR role about maintaining processes.
This role is about shaping an organization.
As our People & Culture leader, you will have the opportunity to shape workplace culture, influence organizational strategy, support leaders through complex challenges, and strengthen the employee experience across the organization. You'll work closely with a collaborative and supportive leadership team that understands great care starts with a thriving workforce.

Compensation: $90,000 - $110,000 annually. Up to $115,000 for exceptional experience with BC Health Care Labour Relations & the Provincial Collective Agreements.
Plus: Municipal Pension Plan, comprehensive benefits, and four weeks of vacation to start.

YOUR IMPACT
As the Manager, People & Culture, you will take full ownership of the HR function and play a pivotal role in shaping our workplace culture and organizational effectiveness.
HR Leadership
Lead and enhance the full employee lifecycle, from recruitment and onboarding to employee engagement, performance management, and retention. Partner with leaders to strengthen workplace culture and ensure employees feel supported, valued, and empowered to succeed.
Labour Relations Leadership
Oversee grievance management, workplace investigations, collective agreement interpretation, and union relations. Collaborate closely with HEABC advisors and lead key labour relations matters, including arbitrations and collective bargaining support.
Strategic Advisory Partnership
Act as a trusted advisor to the Senior Leadership Team, providing guidance on workforce planning, organizational development, employee relations, performance management, legislative compliance, and leadership effectiveness.
Health & Safety Stewardship
Champion workplace safety and ensure compliance with WorkSafeBC requirements. Lead the disability management program and support safe, timely, and sustainable employee recovery and return-to-work outcomes.
Operational Excellence
Lead HR initiatives and special projects from concept through implementation. Operate with a high degree of autonomy while ensuring HR programs are delivered with professionalism, integrity, consistency, and a strong focus on employee experience.
WHAT YOU BRING
You are a strategic thinker who balances confidence with empathy. You thrive on solving complex problems and are known for navigating sensitive situations with professionalism, sound judgment, and diplomacy.
Experience
- Minimum five (5) years of Human Resources and Labour Relations experience in a unionized environment.
- Experience supporting complex employee and labour relations matters.
- A strong background in Occupational Health & Safety and emergency preparedness is an asset.
- Familiarity with BC Provincial healthcare collective agreements, particularly the FBA, CBA, and NBA, is a strong asset.
Education
- Degree or Diploma in Human Resources, Labour Relations, Business Administration, or a related field.
- CPHR designation, or active pursuit of designation, is preferred
- Legislative Expertise
Demonstrated knowledge of:
- BC Employment Standards Act
- Human Rights legislation
- Occupational Health & Safety regulations
- Privacy legislation, including PIPA and FIPPA
- Disability management and accommodation practices
Digital Proficiency
- Strong proficiency with the Microsoft 365 suite.
- Experience working with HRIS and workplace technology systems.
- Familiarity with ComVida is an asset. Open to learning it works too.
