Summary:
The Public Works Supervisor exercises day-to-day operational authority for the Public Works service delivery, which includes municipal water and wastewater systems, solid waste services, and transfer sites. Primary responsibilities include work prioritization, crew scheduling and the implementation of municipal policy, SOPs, best practices, emergency response actions and regulatory approvals related to the Public Works operations and maintenance functions. This role carries out other operational duties assigned by the Manager of Operational Services. The supervisor provides direct leadership and guidance to their direct reports.
Hours of Work:
Monday to Friday, 8:00 a.m. to 4:30 p.m., and flexibility is required.

Starting Salary: $127,351.02
Key Duties and Responsibilities:
Water & Wastewater Duties
- Oversee the development, operations and maintenance functions associated with the water treatment, water distribution, wastewater treatment and wastewater collection system assets.
- Responsible for the water and wastewater systems’ operational compliance with provincial regulations, approvals and reporting requirements.
- Responsible for the water and wastewater system inspections, installations, scheduled maintenance, sampling and analysis, through documentation and record keeping.
- Reporting and tracking of all incidents or contraventions.
- Inspects and monitors compliance with respect to the Water and Wastewater Bylaws.
Solid Waste Duties
- Oversee the development, operations and maintenance functions associated with the solid waste disposal services.
- Monitors the performance of the solid waste disposal program.
- Maintains records including volumes for recycling, waste, compost, scrub and brush and sundry items.
- Responsible for operational compliance with provincial regulations, approvals and reporting for the solid waste disposal program.
- Responsible for the operation of all municipal Transfer Sites.
MD Facilities Maintenance Duties
- *Coordinates basic building maintenance and Administration Office capital projects and assists with the operation and maintenance of the Operations Facility Building. *It is noted that this function is currently being reviewed and maybe revised or deleted from the job duties in the future.
Administrative Duties
- Performs as a Data Steward of the Public Works GIS records and maintains data accuracy.
- Overseas purchasing for the Public Works as outlined by MD policy.
- Develop budgets and long-term plans while monitoring monthly expenditures and allocations. Applies for and administers available grant funding.
- Performs related administrative duties that include drafting of written reports, policies, procedures, bylaws, contracts, tenders, and agreements.
- Provide administrative support including assisting with Council meeting preparations, drafting agenda items, organizing related materials.
- Coordinates equipment purchases, maintenance, and repairs.
- Responds to all public enquiries and complaints related to Public Works.
- Drafts public communications and notifications regarding changes or updates to the Public Works services in assistance with the Communications & Marketing Coordinator.
- Reviews and provides comments on development and subdivision applications.
- Assist all other MD departments as necessary.
Leadership & Human Resources
- Oversee the recruitment, training, supervision, performance evaluation and discipline of direct reports, and temporary/seasonal employees with the consultation of the People & Culture Manager.
- Complete staff performance and evaluation reviews for direct reports in accordance with municipal policy, culture, and standards as well as applicable legislation.
- Provide ongoing mentorship to Direct Reports to assist them in achieving their professional development goals and improved performance.
- Collaborate effectively with internal departments and cross-functional teams to ensure cohesive service delivery, streamline operations, and support shared organizational goals.
- Model positive and respectful communication with inter-departments, intra-departmental and employees in the company demonstrating a positive workplace culture.
- Assigned the responsibilities and accountabilities of a Supervisor as outlined in the Municipal Health and Safety Program.
- Ensure that Public Works on-call system is operating and fill in as needed.
- Performs the duties assigned in the Municipal Emergency Plan.
- Performs other assigned duties.
Qualifications & Skills:
- Minimum Grade 12 diploma (GED, or equivalent level of secondary education). Post-secondary education with a degree or diploma in construction, water or wastewater related program will be considered an asset.
- Five or more years directly related experience in the water/wastewater field, preferably with a municipality. Consideration may be given to a candidate that possesses a combination of education and work experience.
- Minimum Level 1 water treatment, Level 1 water distribution, Level 1 wastewater collection and Level 2 wastewater treatment certification or ability to obtain within 6 months.
- Valid Alberta Operators (Drivers) license Class 5, with the ability to obtain Class 3 with “Q” endorsement.
- Experience and competent with computer programs such as Microsoft Word, Outlook, Excel and GIS.
- General knowledge of building construction, machinery and large equipment.
- Experience developing and implementing budgets, policies, best practices, and grant applications.
- Knowledge of Occupational Health & Safety and WCB regulations.
- Able to work with minimal supervision and perform all duties in a safe and courteous manner.
- Great verbal and written communication skills.
- Able to work overtime and on call when required.
