Overview
We are seeking an experienced and strategic Human Resources Manager to lead our HR initiatives and foster a positive, compliant, and productive workplace environment. The ideal candidate will possess strong expertise in human resources management, talent acquisition, employee relations, and process improvement.
SOLID Outreach is a Vancouver Island based Harm Reduction organisation, that provides experiential peer-to-peer support reducing the harms associated with living on the street, housing insecurity, poverty, and substance use.
The Solid team includes over 140 frontline service experiential workers, approximately 70 peer volunteers, serving thousands of community members. Our staff provides experiential street support services to reduce the harms associated with poverty, substance use, and housing insecurity in Victoria and Courtenay. We operate primarily through contracts and partnerships with Ministry of Health, Island Health, BC Housing, and First Nations Health Authority.
Among the services Solid provides:
- Overdose prevention services at nine sites on Vancouver Island
- Outreach to homeless encampments
- Housing case management and housing support
- Health access
- 24hr Supportive Recovery services
- Indigenous-led cultural programs
- Overnight sheltering and drop-in access to supports, services and referrals
All of these services are provided by and for people with lived experience of street life and the circumstances surrounding it, as a form of vocational therapy and psycho-social healing for our members who have the opportunity to become Solid staff or volunteers.
Solid provides our services on the traditional, unceded territories of the Lkwungen (Songhees and Esquimalt) peoples. We acknowledge that we are guests on these lands. We are committed to building relationships with local nations to ensure our community work meets the needs of Indigenous peoples and settlers who are suffering from lack of access to basic needs such as housing, health, and community supports on these lands. Description
This position will fill a senior role at the organisation where the successful candidate will be the expert and point person for our Human Resources Department. They will work closely with the existing HR team, Executive Directors, Admin Co-ordinators, Senior Managers, and front-line staff.
This position involves collaboration with our existing directorship, co-ordinators, and management team to improve and develop systems, practices, and policies specifically tailored to meet the needs of our diverse work environment and staff while staying compliant to legal HR legislation.
Folks who have personal lived experience with substance use, mental health, or housing insecurity, or have extensive work experience with the community we serve will be given the highest level of consideration for this position. Primary Job Responsibilities
HR and Management Practices:
- Ensuring societal compliance with relevant legislation, including Employment Standards Acts (ESAs), Human Rights Codes, and Workers Compensation Acts.
- Reviewing and improving HR policies and practices and training opportunities.
- Working closely with the existing management team to comply with HR policies and practices.
- Job postings, interviews, and hiring.
- Assistance with employee review scheduling and implication.
- Employee orientation, on-boarding, and off-boarding.
- Organising individual and group training schedules.
- Meeting with employees on a case-by-case basis, or upon request, to help resolve workplace issues.
Manager, Director, and Co-ordinator support:
- Being the go-to person for HR-related questions and concerns.
- Organising, facilitating, and planning recurring management meetings.
- Visiting various SOLID sites and facilitating all-staff meetings about issues and policy changes.
- Assisting management with reviews and record keeping.
- Working with management to record and implement disciplinary support and appropriate paperwork.
- Consultation with legal experts and/or HR professionals.
HR administration, including:
- Working closely with Admin Co-ordinators in regards to benefits administration.
- Completing and improving employee records management.
- Assisting the Admin Team to ensure HR compliance.
- Creating and updating forms and templates.
All of the job responsibilities involve:
- Prioritizing equitable, human-centered HR practices.
- Consulting with Directors, Co-ordinators, and Management teams.
- Managing workflow and on-going organisational projects to completion, while immersed in a fast paced environment where issues may arise and have to be prioritized.
- Facilitating various meetings, including operational meetings, management meetings, staff meetings, and more.
- Supporting the organisation as a whole, including co-operating and participating in initiatives that aren’t explicitly tied to HR.
Minimum Requirements:
Due to the senior nature of this position, we are seeking someone with at least 5 years of experience or education, which may be a combination of the following (or other related skills – please provide details in your cover letter):
- HR experience in a complex organisational environment (preferably in harm reduction, social services, or healthcare). 2 plus years.
- Experience in a related role (such as a senior/leadership, HR, or organisational development position). 3 plus years.
- Bachelor’s or Master’s Degree in HR, Counselling, or Social Services (at SOLID education is not a must, work experience and extensive knowledge in HR will be equally considered).
- Extensive experience providing a calm, neutral, compassionate approach to facilitating interpersonal professional relationships, between people with lived experience, people in active addiction, people in various stages of recovery, and people with mental health complexities. This is a must!
