Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.
Description
The Senior Project Manager – Enterprise Application Modernization drives the strategic planning, execution, and delivery of our clients high-priority digital transformation initiatives. This role focuses on modernizing the university’s legacy infrastructure, specifically guiding the transition of business-critical, on-premise applications to modern, scalable cloud-based platforms. Operating within a highly decentralized and complex institutional ecosystem, the Senior Project Manager will orchestrate collaboration across cross-functional technical teams (including integration, data governance, and solution architecture) and diverse university stakeholders to ensure minimal disruption to academic and administrative operations.
Responsibilities
- Project Leadership & Delivery (50%)

End-to-End Governance: Direct complex, multi-phase enterprise application modernization and cloud transformation projects from business case development through deployment and closeout.

Scope & Schedule Management: Define project scope, critical path milestones, and deliverables. Track project health, manage dependencies, and proactively mitigate risks associated with legacy system sunsetting and cloud adoption.

Financial Accountability: Oversee substantial capital project budgets, ensuring accurate forecasting, resource allocation, and strict adherence to ’s financial guidelines and procurement protocols.

Stakeholder Engagement & Change Management (25%)

Cross-Functional Orchestration: Align and coordinate efforts across specialized IT domains, including Solution Architects, Security Analysts, Integration Engineers, and Data Governance teams.

Institutional Alignment: Manage relationships with diverse university stakeholders (faculty, administrative leaders, registrars, and operational staff), translating complex technical architectures into clear business outcomes.

Transition & Training: Collaborate with organizational change management (OCM) teams to ensure seamless operational handovers, user readiness, and minimal friction during major platform cutovers.

Vendor & Lifecycle Management (15%)

Vendor Relations: Manage third-party SaaS/PaaS vendors, system integrators, and consultants, ensuring delivery matches contractual service level agreements (SLAs) and statements of work (SOW).

Procurement Support: Contribute technical and procedural expertise to RFP (Request for Proposal) processes and contract negotiations for new enterprise platforms.

PMO Advocacy & Governance (10%)

Best Practices: Contribute to the continuous improvement of IT’s Project Management Office (PMO) by applying agile, waterfall, or hybrid methodologies tailored to project needs.

Reporting: Deliver transparent, data-driven status reports and executive briefings to steering committees, sponsors, and university leadership.
Qualifications
-
7+ years of progressive experience in IT project management, with a proven track record of leading large-scale Enterprise Application Modernization or Cloud Transformation (SaaS/PaaS/IaaS) initiatives.

Prior experience working within higher education, public sector, or highly matrixed, decentralized organizations is strongly preferred.

Technical Knowledge & Skills

Deep understanding of the complexities involved in moving legacy, monolithic, on-premise applications to cloud-native environments (e.g., AWS, Azure, GCP).

Strong foundational knowledge of data integration frameworks (APIs, middleware), enterprise data governance, and information security standards.

Mastery of project management tools (e.g., Jira, Confluence, MS Project) and frameworks (PMBOK, Agile/Scrum).

Soft Skills & Competencies

Exceptional communication and negotiation skills; the ability to build consensus and influence outcomes across competing stakeholder groups without direct authority.

Proven ability to navigate ambiguity, manage shifting priorities, and remain outcome-focused in a complex environment.

Education and Certifications
-
Bachelor’s Degree in Computer Science, Information Technology, Business Administration, or a related discipline. An equivalent combination of education and experience will be considered.

Project Management Professional (PMP) or PRINCE2 certification.

Agile certifications (PMI-ACP, Certified Scrum Master/CSM, or SAFe).
Foundational Cloud Certifications (e.g., AWS Certified Cloud Practitioner, Azure Fundamentals) are a significant asset.
